Introduction
The Danish
Refugee Council (DRC) is a humanitarian, non-governmental and non-profit
organization, founded in 1956, that works in 40 countries around the world.
DRC’s mandate
is driven by three global strategic objectives within the DRC Response
Framework: Saving lives and alleviation of immediate suffering among people
affected by conflict, Safeguarding, restoration and development of livelihoods,
and, Institutional and organisational change that contributes to protection of
people’s rights and peaceful handling of conflict.
Background
DRC has been
operating in Greece since December 2015, providing support to the Greek
Ministry of Migration Policy in ensuring dignified reception conditions for
refugees and migrants arriving on Lesvos island. In March 2016, DRC expanded
its operations in Athens, in response to the changing context and the build-up
of refugee population on mainland Greece.
Purpose
Under the overall
supervision of Head of Programmes, the Programme Coordinator is responsible to
support, develop and harmonise the overall Programme of DRC in Greece. The
Programme Coordinator leads the grants management system and is in daily
contact with all Units to monitor implementation and reporting across areas and
sectors of intervention. The Programme Coordinator acts as line manager for the
Reporting Officer and the Database Officer, and liaise with relevant focal
points in HQ and with the Senior Management in Greece as needed.
Duties and Responsibilities
Responsibilities
will include, but not necessarily be limited to, the following:
- Support the HoP in managing DRC programme in cooperation with DRC Greece Senior management;
- Develop innovative, strategic partnerships with international, regional and local public and private actors, including relevant authorities, humanitarian actors, and civil society,
- Managing grants: act as focal point in developing proposals and in report writing, liaising with donors for issues concerning ongoing and new projects, updating GMS and liaise with HQ grant management focal points,
- Technical support: provide technical guidance and support on programming to the HoP and to Area Managers across all sectors of intervention,
- Capacity building: provide training to relevant staff and assist the HoP in organizing workshops and training targeting DRC and partners’ programme/grant management staff.
- Monitoring and Evaluation: support the HoP in monitoring DRC programme across all sectors of intervention, develop adequate data collection tools and conduct relevant analysis;
- Procurement: provide technical support to DRC Greece procurement unit for all programme-related tendering as needed;
- Representation: Act as DRC representative in external programme and sectoral meeting as required and in agreement with the HoP.
Required Qualifications
- University degree in international development, social sciences or a related subject;
- A minimum of 3 years’ experience in project management in the not-for-profit sector;
- A good knowledge and understanding of grants management, project cycle, including log frame approach;
- Capacity to produce high-quality reports in English;
- Strong command of MS Office package;
- Experience in training, building capacity and mentoring staff is an advantage.
Skills & Qualities
- Excellent interpersonal and teamwork skills, working with different groups, partners and nationalities;
- Strong communication and analytical skills; works well under tight deadlines;
- Excellent English language skills (written and spoken) a must;
General Regulations
The employee
shall follow DRC instructions on safety, confidentiality and ethical
guidelines, including the Code of Conduct and the Humanitarian Accountability
Framework.
Employee should
not engage in any other paid activity during the DRC contract period without
prior authorization.
Employee should
not engage in any activity that could harm DRC or the implementation of any
project during the DRC contract period.
Employee should
not give interviews to the media or publish project-related photos or other
material without prior authorization.
Employee shall
return all borrowed equipment for the project to DRC after the end of the
contract period or upon request.
Terms and Conditions
We offer an interesting job in one of the
world’s best NGOs. DRC will offer the successful applicant a 6-month contract, renewable depending on both funding and
performance. You must be available to start work from mid-end
of February 2017 and able to work in Athens (approximately 70% of the time),
travelling to Northern and Central Greece, and the island of Lesvos
(approximately 30% of the time). Salary and conditions will be in
accordance with Danish Refugee Council’s Terms of Employment for Expatriates
Staff.
The salary level will be placed at A15 for expatriates in
accordance with Danish Refugee Council’s Terms of Employment for Expatriates
and for Greek national candidates, the DRC Greece salary scale will apply and in addition
the salary package will be based on experience and qualifications.
