The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC envisages the below responsibilities as part of the Access Coordinator’s portfolio. NRC may change responsibilities due to the needs of the mission.

Job description

  • GENERIC RESPONSIBILITIES
  • Adhere to NRC policies, guidance and procedures
  • Promote the rights of refugees in line with NRC country strategy
  • Conduct specific technical assessments and present recommendations
  • Conduct specific technical research and document findings and recommendations
  • Liaise regularly with different stakeholders (Government, UN, other NGOs) on the ground
  • Negotiate with relevant people when needed

  • SPECIFIC RESPONSIBILITIES
  • Humanitarian Access Management (70%)
  • Design, in a participatory manner with field offices and program unit, NRC humanitarian access strategy
  • Develop, in a participatory manner, work plans with field offices
  • Support monitoring and evaluation of access-related initiatives, and other reporting and information/communication flows
  • Provide area-based access analyses supporting operational implementation or programme development
  • Support Safety and Risk Management Adviser, Area Manager, and Field Coordinators in mentoring field staff
  • Support the facilitation of access coordination groups which NRC participates in.
  • Provide briefings, following special research or assessments, to access groups
  • Facilitate field-level coordination meetings, particularly in field offices
  • Represent NRC as a humanitarian organization in community outreach meetings and in access negotiation meetings with government and non-government stakeholders
  • Strategically network with interlocutors, in a fully principled and transparent manner
  • Coordinate humanitarian negotiations and community outreach plans with all NRC field offices
  • Provide technical input and advice in assessments to consider new NRC programs in new geographic areas, and technical input in the writing of new program proposals

  • Support the safety of NRC staff (30%)
  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Monitor context changes in Syria regarding conflict and other threats to staff safety
  • Conduct safety assessments and analysis
  • Establish and build relationships with key authorities, NGOs, and other actors
  • Support NRC in the instance of safety related incidents, including facilitation of medical and security related assistance

Qualifications

  • University Degree (Political Science, Social Sciences, International relations or Humanitarian Studies)
  • Previous experience with humanitarian organization in safety and security positions desirable
  • Understanding of humanitarian work and humanitarian principles
  • Fluency in Arabic (written/spoken) and English (spoken; written is desirable); Knowledge of Turkish is an asset
  • Experience in humanitarian safety and security
  • Experience in conflict mediation or resolution
  • Experience in dealing with communities and local/official authorities
  • Independent, proactive and impartial
  • Demonstrable understanding and knowledge of security developments
  • Ability to interact diplomatically and communicate effectively with others
  • Detailing priorities and work plans
