Context:

Under the overall supervision of the Head of IOM Kenya Country Office in Nairobi, direct supervision of the Regional Migration Health Assessment Coordinator (RMHAC) for Africa and the technical supervision of the Senior Resource Management Officer (SRMO) of IOM Kenya, the successful candidate will provide administrative support and guidance on programme management and oversight on resources management for IOM Migration Health Division (MHD) in Kenya and Sub-Saharan Africa.

Core Functions / Responsibilities:

1. Assist the RMHAC in the management of administrative, financial, budgetary, procurement and logistics aspects of all migration health assessment projects in Kenya and Sub-Saharan Africa in coordination with concerned mission resource management and other support staff. 2. Monitor the financial status of all migration health assessment activities and projects in Kenya and the region, and regularly report on the same to the RMHAC and SRMO. Evaluate regular financial reports and take action to resolve anomalies and unusual trends in coordination with concerned missions resource management staff, and as guided by the SRMO, RMHAC and the Head of Global Health Programme Monitoring and Admin-Finance in MHD Headquarters (HQs). Page 1 / 43. Prepare, revise budgets and PRISM project structures for on-going and new migration health assessment projects. Analyze variances between budget and actual expenditures of MHD Kenya and the region. Review and consolidate new/supplemental/revised budgets, narrative, service fees and reports for MHD Kenya and Africa prior to submission to MHD HQs. 4. Respond timely to ad hoc requests for information, statistics, cost estimates and budgets. Determine, harmonize, review and establish, through cost-benefit analysis, the sustainable service fees for all migration health, laboratory and radiology services to be charged to resettlement partners and migrants for on-going and new migration health assessment projects in Kenya and in the region in coordination with concerned missions in Africa and MHD HQs. 5. Oversee and supervise the smooth functioning of the Migration Health Resource

Management support staff, including: compliance with IOM general instructions on areas of administrative, finance, mobile mission logistics, procurement and security; verification and certification of service provider invoices; preparation and submission of donor invoices; coordination and follow up of procurement requests; provision of WBS for MHD staff and office cost allocation; use of external health service providers, medical suppliers and medical escorts; oversee and upkeep of the MHD conference room.

6. Review agreements and contracts with various service providers, medical suppliers and health partners in coordination with MHD HQs, LEG, IOM Kenya and/or concerned missions in Sub-Saharan Africa.

7. Review existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness.

8. Review migration health promotion and emergency project proposal budgets in coordination with the Migration Health Officials and SRMO in IOM Kenya.

9. Consult and coordinate closely with the Head, Global Health Programme Monitoring and Admin-Finance Section in MHD HQs and MHD PAF (Health Programme Monitoring and Admin-Finance Support Section) staff based in Manila (Global) Administrative Centre (MAC) on migration health financial and administrative issues.

10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Accounting, Finance, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Experience in financial management, accounting and budgeting;

• Experience in preparing reports, budgets, invoices, statistics and coordinate administrative activities;

• Knowledge of IOM’s regulations, policies and procedures;

• Knowledge of IOM accounting systems, software and procedures;

• Knowledge of IPSAS and SAP (PRISM) highly desirable;

• Previous experience in refugee and migration assistance, particularly with the USRAP and/or Page 2 / 4Global Health Assessment Projects required.

Languages

Fluency in English is required.
