The UN strived to support the country with its transition to the democracy and establishment of a Government of National Accord (GNA). Libya is facing a growing humanitarian situation with the estimated 2.44million people in need of assistance. UNICEF Libya has scaled up its programme to respond to the humanitarian needs of conflict- affected children and their families. Despite the temporary evacuation of all UN agencies and most of the international NGOs from Libya in 2014, UNICEF succeeded in maintaining a presence in Tripoli with national staff and qualified national consultants to support and monitor the on-going programmes. UNICEF international staff continued to operate remotely from Tunisia.

  • BACKGROUND:

  • PURPOSE OF THE POSITION:

 

Under the strategic guidance of the Special Representative and general guidance and supervision of the Operations Manager, the incumbent will be responsible for financial reporting, analysis and closure activities for both Libya and Tunisia CO. Accountable for management of cost-effective, efficient and secure Financial Management in strict compliance with UNICEF rules and regulations.

 

  • Key Responsibilities (as part of the LCO & TCO Common Services)

 

  1. Monitors financial transactions and accounting reports, reconciliation of accounts, and management of budget. Analyzes financial data for budget estimates and financial planning.

 

 

  1. Reviews budget expenditures by codes against approved allotments, and verifies compliance with reports received from HQs/GSSC.

 

  1. Advises and assists international staff, experts and consultants on all aspects of allowances, salary advances, travel claims and other financial matters, and calculates and authorizes payments due for claims and services.

 

  1. Briefs the staff and counterparts on the application and interpretation of UNICEF accounting and financial rules, regulations, procedures and policies.

 

  1. Controls petty cash and cash-on-hand accounts, disbursements, recording and accounting.

 

  1. Responsible for the safekeeping of cash, cheques and all important financial documents.

  3. Supervises Finance Focal Point of UNICEF Global Shared Services Center (GSSC) for submission, follow-up and resolution of TCO & LCO transactions submissions through My Case software

 

  1. Controls and operates bank accounts in accordance with UNICEF financial rules and regulations and local banking practices. Ensures efficiency of cash and funding (Bank Optimization, Pursues and resolves bank reconciling items, keeps abreast of all procedures and regulations regarding the maintenance of bank accounts, exchange and interest rates, etc.

 

  1. Certifies the appropriate, accurate and timely processing and recording of disbursements and payments, (e.g. Cigna, Travel claims, pension fund, insurance, advances to Implementing Partners), in accordance with established rules, regulations and systems, and within budgetary limits.

 

  1. Ensures recovery of advances and accounts receivable, also review PAR balances and reconcile periodically with HQ to ensure accuracy and completeness.

  •  Qualifications of Successful Candidate
  • A University degree in Accounting, Finance or Business Administration or other directly-related field is required.
  • A minimum of 2 years of professional experience in finance and accounting is required.
  • A prior relevant experience in a UN system agency or international organization is desirable.
  • Fluency in English is required. Knowledge of Arabic and/or French is an asset.
