The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, and emergency food security, legal assistance, and water, sanitation and hygiene sectors. NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil and Kirkuk.

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees.

The purpose of the ICLA Officer- Housing, Land and Property position is to implement the delegated ICLA project portfolio. The post will be based in Baghdad. ICLA Officer- Housing, Land and Property will be reporting to ICLA Project Coordinator

Job description

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated HLP aspects of the ICLA / Shelter programme portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
  • Promote and share ideas for technical improvement
  • Ensure shelter stakeholders – i.e. NRC, building owners, displaced tenants and/or local authorities – understand and agree to enter into and abide by NRC’s Shelter rehabilitation and security of tenure agreements, and ensure that all documentation in relation to these agreements is available before implementation of shelter rehabilitation works
  • Conduct post-rehabilitation occupancy monitoring to ensure ongoing security of tenure for Shelter beneficiaries
  • Providing legal assistance – i.e. facilitated negotiation – to the Shelter rehabilitation beneficiaries, where disputes arise between them and building owners or local authorities
  • Assist in identifying other displaced tenants to move into the rehabilitated buildings and facilitate their relocation, If existing displaced tenants vacate the rehabilitated property before the expiry of the rehabilitation agreement between NRC and the building owner
  • Compile up-to-date information on relevant HLP laws, procedures, and practices
  • Advocate for recognition of the HLP rights of displaced persons – particularly security of tenure - when engaging with building owners, local authorities and humanitarian partners
  • Undertake regular monitoring & evaluation of HLP activities, and contribute to monthly progress reports on activities, highlighting any technical or operational successes
  • Any other task relevant to the position as requested by the line manager

Qualifications

  • Experience from working as a Project Officer in a humanitarian/recovery context
  • Documented results related to the position’s responsibilities
  • Strong communication, interpersonal, analytical and negotiation skills
  • Proven skills and experience in report writing, and representing an organization in public forums
  • Ability to prioritise responsibilities, carry out multiple tasks simultaneously, and meet deadlines
  • A University degree in law is preferred; alternatively a degree in social science, political science or related subject will be considered
  • Previous experience in the legal assistance or Shelter sector in Iraq, including familiarity with HLP laws, procedures and practices operative in Iraq
  • At least two years’ experience in negotiating with building owners and/or local authorities, or providing legal assistance to vulnerable beneficiaries
  • Advanced computer skills, especially in Word, Excel, Power Point and Outlook
  • Fluency in written and spoken English and Arabic

We offer

  • The post is for Three (3) months contract duration, with possible extension. The starting salary for this position is IQD: 2,535,366 (monthly) and health insurance.
