Senior Regional Livelihood Officer

ORGANIZATIONAL CONTEXT

The Senior Livelihood Officer will work under the direct supervision of the Assistant Regional Representative (Programme) and in close collaboration with staff from the Programme, Protection and Field units.
Given the nature of his work, the incumbent will lead the office's involvement with livelihoods and related contacts with external stakeholders.

FUNCTIONAL STATEMENT

Accountability
- The Regional Representative has at his disposal relevant background documents and resources for furthering UNHCR's involvement in the protection and durable solutions strategies of the region.

Responsibility
- Establish close working relationships with key administrators involved in issues of self-reliance and livelihoods both at the Regional Office and field operations.
- Work with key external partners including government entities, United Nations country teams, operational and implementing partners of UNHCR, local and international NGOs, development agencies, the World Bank, bilateral development agencies and other actors with expertise in the programming of socio-economic activities of self-sufficiency, livelihood and microfinance.
- Ensure the UNHCR representation in coordination mechanisms and appropriate networks.
- Provide gender, age, diversity analysis in the approach of livelihood strategies and take targeted action to support the work of youth and the economic empowerment of women. 
- Perform any other relevant duties as required.

Authority
- Take day-to-day decisions regarding the relationship between UNHCR and concerned actors including sharing of information. 
- Represent UNHCR in relevant fora as required.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Advanced University degree in Development (including Economics, Finance and Management), rural development (including Agriculture and Livestock), Development and Business Management.
- Minimum of 10 years of relevant professional experience including at least 5 years at the international level.
- Proved professional exposure to poverty problems in developing countries (preferably in Africa), especially in the search for solutions for refugees, returnees and IDPs in the Interagency collaboration and in providing technical support.
- Deep knowledge of the livelihoods approaches in conflict countries, ideally in rural and urban areas and approaches to assessments (livelihoods assessment, vulnerability and capacity for analysis, home economics, market research) and development strategy.
- Experience in working effectively with international and national NGOs and UN organizations, and with government authorities at national level.
- Experience in the management sector including project development, monitoring and evaluation of important skills related to interventions and instruments of poverty reduction.
- Excellent networking skills with private and public sector institutions
- Good knowledge and understanding of community development approaches.
- Excellent knowledge of French and English.
