The Gender Section is seeking a Consultant to support the compilation and drafting of two key reports and an important board document in the first half of 2017: the GAP Annual Report to UNICEF’s Executive Board; the Gender Annual Results Report; and the GAP Phase II paper for the Executive Board. These three documents are high-level submissions that are shared with UNICEF’s Executive Board, key donors and stakeholders, and which require the compilation of content from various sources into high-quality primary and secondary products. The Consultant will work with the Gender Section at NY as well as with other Programme Division Sections, the Division of Policy and Research, the Field Results Group, and the Programme Partnerships Division in crafting these documents. S/he will also work with the extended network of Gender Advisors in Regional Offices who will be providing the content that feeds into the three reports and secondary products.

Background & Rationale:

UNICEF developed the Gender Action Plan (GAP, 2014-2017) under the overall framework of the UNICEF Strategic Plan (SP) with the objectives to strengthen UNICEF's programmatic and institutional response to gender equality and promotion of the rights of girls and boys globally. UNICEF is in the third year of implementing its Gender Action Plan (GAP) 2014-2017. Concurrently, the Gender Section is beginning the process of evaluating progress on the GAP, engaging in efforts to develop a new Strategic Plan for the organization, and developing a GAP 2.0 aligned with the upcoming Strategic Plan.

Purpose:

The Gender Section is seeking a Consultant to support the compilation and drafting of two key reports and an important board document in the first half of 2017: the GAP Annual Report to UNICEF's Executive Board; the Gender Annual Results Report; and the GAP Phase II paper for the Executive Board. Expected results: (measurable results):

As mentioned above, the Consultant will be responsible for the production of three primary documents and their secondary products, which will include the following:

1. The GAP Annual Report to UNICEF's Executive Board, which will include completion of the following products:

  • Drafts and final version of the GAP Annual Report
  • A "What's at Stake" summary
  • Draft and final version of a PowerPoint presentation encapsulating the key aspects of the final report

2. The Gender Annual Results Report, which will include completion of the following products:

  • Drafts and final version of the GAP Annual Results Report
  • A summary brochure to be shared with the Division of Private Fundraising and Partnerships (PFP) and National Committees (Natcoms)
  • A PowerPoint presentation encapsulating the key aspects of the final report presented to the Division of Private Fundraising and Partnerships (PFP) and National Committees (Natcoms) as the audience
  • A PowerPoint presentation encapsulating the key aspects of the final report presented to the Executive Board and donors as the audience

3. The GAP Phase II Paper for the Board which will include completion of the following products:

  • Zero draft for Global Management Team and GAP Steering Committee
  • Presentations and summaries of Zero Draft for present to RMTs and various stakeholders
  • A first draft and corresponding presentation for the Board informals and other stakeholders
  • The final board paper on GAP Phase 2
  • A corresponding powerpoint resentation of the final paper
  • Summary brochure of final paper

Duty Station: Gender Section, NYHQ.

MANAGEMENT: The consultant will be supervised by the Senior Advisor for Gender and Evaluation, and will also work closely with the Principal Advisor for Gender and Development and other key senior staff within the Gender Section.

Key competences, technical background, and experience required Deadline

  • Advanced university degree (Master's or higher) in the social sciences, international development, journalism, communications, public policy, or other relevant areas;
  • A minimum of 8 years of relevant experience and expertise with communications, writing and editing in international development;
  • Understanding of gender equality and gender issues in international development (including current programming and research);
  • Excellent writing and analytical skills (of publication standard), especially in synthesizing complex information for multiple audiences;
  • Communications and writing experience on gender issues desirable;
  • Demonstrated experience in understanding, translating, compiling and packaging research, data and evidence into high-quality reports for dissemination to high level audiences on international development issues related to UNICEF's work
  • Experience in writing highly visible UNICEF global results reports and documents, and with copy-editing, highly desirable
  • Excellent communication skills, including the ability to work across different units and synthesize a range of different inputs and information
  • High degree of flexibility and initiative to adapt to multiple work flows
  • Excellent organizational skills and ability to handle and complete multiple assignments with competing deadlines;
  • Fluency in English required; Knowledge of another UN language an asset;
