Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Human Resource Manager is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

Role & Responsibilities:
The HR Manager is responsible for providing overall management and strategic leadership of HR matters to the NRC Ethiopia programme. He/she is responsible for providing strategic leadership for the HR function and lead a geographically dispersed team of HR staff to ensure high quality and efficient staff recruitment, contracts management, orientation, learning and development, performance management, compensation and benefits, HR policy and code of conduct compliance, employee engagement and staff care.

Job description

  • Generic Responsibilities:
  • Implement NRC’s HR systems and procedures at national level;
  • Ensure adherence to Employment Guidelines and other NRC policies;
  • Ensure compliance with the local labor law;
  • Regular HR analysis and reports;
  • Personnel management of the HR team at country office;
  • Training, support, control and development of HR teams in all offices, and support and training of all staff with HR responsibilities/ personnel management;
  • Ensure safe and standardized filing of personnel documents in all offices.
  • Specific Responsibilities:
  • Develop and deliver a planned HR approach to attracting, developing, inspiring and retaining the right people with the right skills to achieve strategic, high-quality HR and programmatic outcomes;
  • Organize and facilitate performance management systems and related training including supervise and mentor direct-reports, communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and counsel on career paths and professional development for HR team and establish a culture of continuous learning opportunities;
  • Organize trainings on NRC way and code of conducts for both NRC staff and partners;
  • Work with the compliance coordinator and the CD on reducing risks and managing anti-corruption;
  • Work on the inducement of the HR manual and work with the HR team in ensuring that NRC fulfils HR regulations in the country and protects the NRC HR polices at the same time;
  • Work on internship promotion programming and building the capacity of fresh graduate that maybe joining the organizations;
  • Assist the HoS in the replacement and recruitment process and train and delegate as needed;
  • Assist the HoS and the CD in the restructuring of country operations when required;
  • Assist the HoS in reviewing compensation as and when required;
  • Take an active role in the strategic planning activities of the organization as well as developing proposals from the HR point of view;
  • Advise managers and staff on HR / organisational policies, practices and procedures;
  • Practice appropriately devolved HR. This means that issues / difficulties are dealt with closest to the point of origin as possible and go up the line management chain and to HR depending on complexity and risk;
  • Personnel administration (recruitment, starters, leavers, payroll, etc);
  • Monitor and report on HR and people management practices and systems;
  • Be someone staff can go to outside of their normal line management chain for advice and support on employment and personal issues;
  • At the strategic level, HR manager should work on longer-term people management and organizational issues;
  • Manage risk to the agency from an HR perspective;
  • Proactively advise and lead as appropriate on organisational development (managing change, organisational design, management development training, etc);
  • Proactively integrate NRC’s values and management style into our HR and management policies and practices;

Qualifications

  • Professional competencies

  • Master's Degree in HR Management, International Relations or Development, Law or related field is preferred
  • Minimum 5 years of experience from working as a senior HR Coordinator or Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Sense of professional discretion, integrity, and ability to manage complex HR situations diplomatically and to effective resolution.
  • Highly collaborative and resourceful; ability to establish positive working relationships with senior level management and all other stakeholders to maximize cooperation and productivity.
  • Fluency in English, both written and verbal
  • Proven ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace.

  • Context/specific skills, knowledge and experience:

  • Knowledge of the context in Ethiopia
  • Knowledge of the local language
  • Experience with start-up, exit or similar operations
  • Familiar with the labor laws
  • Strong proficiency in MS Word, Excel, Outlook and PowerPoint is required
