UN VOLUNTEER DESCRIPTION OF ASSIGNMENT Preamble:

The United Nations Volunteers (UNV) programme is the UN organization that promotes vol- unteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encour- aging partners to integrate volunteerism into development programming, and mobilizing vol- unteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. These positions are located in the African Union - United Nations Mission in Darfur and will entail leadership and management of teams to ensure systems design, installation and maintenance functions of specialized electrical generators in the mission. The Engineer- ing Specialist will report to the Senior Engineer or the Chief of the Engineering Unit/Sec- tion.

The United Nations Volunteers (UNV) programme is administered by the United Nations Development Programme (UNDP).10. Description of tasks: Within delegated authority, the Engineering Specialist will apply professional engineering

knowledge and expertise in performance of the following duties:

  • Plan and implement a program to assure reliable and sustained provision of electrical power to UNAMID. All duties must be performed as per international standards and practice.
  • Employ internationally obtained management and supervisory skills and experience to coordinate and manage team of national generator technicians to maintain electri- cal - generators for UNAMID including design and implementation of capacity de- velopment program to enable national staff to acquire skills to maintain modern, elec- tronically controlled generators that are not standard in Sudan.
  • Produce assessment for repair of internationally procurred generators and associated systems.
  • Liaise with other engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging rele- vant information.
  • Facilitate periodic, diagnostic service and repair of generators and mechanical sys- tems by providing guidance to technicians.
  • Assure inspection and daily follow up the generators maintenance works.
  • Coordinate with supervisor to produce workplan, maintenance schedule, and any other related works.
  • Work with team to facilitate the conduct of direct inspection and overhauling of all sizes of specialized, electronically controlled mission generators from 5 KVA up to 810 KVA in the sectors workshop or team sites.
  • Supervise preparation and raising of work orders in data base, currently in the UN Galileo system and soon to be migrated to the UN UMOJA platform, for all generator unit works.
  • Prepare the write off technical reports for generators.
  • Draft proactive maintenance plan including list of expected spare parts required for generator maintenance e.g routine servicing, minor repair, and major repair.
  • Plan, Monitor and implement preventive and curative maintenance program.
  • Carry out training sessions and provide technical guidance required to improve the performance of the national staff and Individual contractors (IC).
  • Assure proper design, set up, installation, and interfacing of generator synchronizing systems.
  • Prepare requisitions for generator spare parts in the UN contract system for local and international vendors to supply the mission generators and specialized spare parts, as well as carry out the technical evaluation for all vendors bids.
  • Prepare and submit daily, weekly, and monthly reports for maintenance works and fuel monitoring.
  • Integrate and verify mechanical products and systems. Verify products performance through quality control/ assurance testing. Diagnose and report product problems in

  • Execute tasks, provide estimates and track of costs and schedule related to electrical power generation systems in mission. Provide feedback and status reports to superor- dinates.
  • Define requirements, develop specifications and approve mechanical components for generators and systems.
  • Diagnose technical issues in generators and mechanical systems and develops practi- cal solutions suitable for existing installations.
  • Design, develop and implement generators and mechanical systems designs and test strategies, including air flow test, load test, functional test and power variation.
  • Support inspections (technical/ prototype) on various vendor sites for quality assur- ance and good functionality in accordance to appropriate international standards.
  • Conduct research on development of new technical systems, and follow development to identify improved methods and equipment.
  • Perform other duties as required.

Furthermore, UN Volunteers are required to:

- Strengthen their knowledge and understanding of the concept of volunteerism by reading

relevant UNV and external publications and take active part in UNV events.

- Be acquainted with and build on traditional and/or local forms of volunteerism in the host

country; network and build relationships with local organizations, groups or individuals, and

support and/or participate in local volunteering initiatives; reflect on the type and quality of

voluntary action that they are undertaking, including participation in ongoing reflection ac-

tivities.

- Reflect on the type and quality of voluntary action that they are undertaking, including par-

ticipation in ongoing reflection activities.

- Contribute articles/write-ups on field experiences and submit them for UNV publica-

tions/websites, newsletters, press releases, etc.; initiate and/or participate in local volunteer

groups, including assisting them in submitting stories and experiences to the World Volun-

teer Web site.

- Promote or advise local groups on the use of online volunteering, or encourage relevant

local individuals and organizations to use the UNV Online Volunteering service whenever

technically possible.

- Encourage, mobilize and support co-workers, fellow UN Volunteers and members of the

local community to play an active part in peace and development activities on a voluntary

basis.

- Discuss with supervisors how volunteerism for peace and development can be main-

streamed in the assignment and integrate activities promoting volunteerism for peace and

development into work plans.

- Assist with the UNV “buddy programme” for newly arriving UN Volunteers.

At the end of the contract, the UNV Planning and Finance Officer will have:

  • Provided for reliable and sustained generation of sufficient electrical power in UNAMID.
  • Managed and trained teams in the UNAMID Engineering section to maintain electrical power generation equipment and associated systems to international standards.
  • Drafted and implemented appropriate worksplans and strategies to provide for electrical power generation in UNAMID.
  • Implemented reporting practices to keep senior management in Engineering Section informed of activities and status of engineering works in the mission.
  • Established effective working relationships with internal and external contractors at all levels.
  • Ensure that Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
  • A significant contribution to the development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or non- governmental counterparts, including Implementing Partners (IPs);
  • Final statement of achievements towards volunteerism for development during your assignment such as specific quantification of mobilized volunteers, activities participated in and capacities developed.

12. Qualifications/Requirements (including competencies, values and skills):

a) Qualifications, education and experience:

Skills/knowledge:

Bachelor’s Degree in Mechanical / Electrical engineering or other relevant discipline from an

internationally recognized instutution. Extensive professional experience coupled with docu-

mented, specialized technical training may substitute for Bachelor’s requirement. Valid na-

tional driving license is essential.

Experience:

A minimum of seven (07) years relevant and documented experience in design, installation,

management, and repair, of specialized diesel electrical generators such as those use in the

UN mission environment. Experienced may be gained in the private, commercial, or military

sectors although experience that is relevant to the UN peacekeeping environment is pre-

ferred. Knowledge of United Nations peace operations in field deployments is desirable. Can

work/perform independently with minimal supervision and can travel in the harsh working en-

vironment throughout the mission areas. Demonstrated ability to convene, lead, and build ca-

pacity of Engineering teams is essential.

Languages

Fluency in written and oral English is required. Some knowledge of Arabic is desirable as

these duties entail support and capacity building of Arabic-speaking staff members and

contractors.

Darfur is the western-most region of Sudan, the largest country in Africa. Darfur is approxi-

mately the size of France and is divided into five federal states: West Darfur, East Darfur South

Darfur, Central Darfur and North Darfur. The region’s main towns are El Fasher, Nyala, El

Geneina, Zalingei and Al Daein. The region has been in a state of humanitarian emergency

since 2003.

Darfur’s main cities of El Fasher, Zalingei and El Geneina, are in UNAMID Security Phase III,

while the rest of Darfur is in Phase IV. The security situation within Darfur is unpredictable,

though moderately calm in most areas. Risks to personnel are reduced by strict adherence to

UN security guidelines, instructions and mitigating measures. The crime rate, though not

alarming, gives cause for concern. On arrival it is mandatory for all personnel to receive secu-

rity briefing.

The cost of living in Darfur is relatively high. However, the markets and shops are generally

well stocked with local and common cereals, fruits and vegetables, meat, fish and other com-

mon food items. These are available in shops located inside UNAMID facilities. UNAMID pro-

vides facilities for cafeterias, shops, gyms and some common sporting activities.

Most UNAMID duty stations are located in areas with limited infrastructure. UNAMID maintains

guest houses/camps for Mission personnel including UN Volunteers. UN Volunteers are re-

quired to live inside mission facilities in mission-provided accommodation where rental costs

range from US$200 to $350 per month. UN Volunteers are not permitted to reside in the com-

munity outside of mission facilities.

UNAMID has established in all duty stations appropriate levels of medical facilities that cater

to the medical needs of all staff.

Local banking activities are conducted through the Bank of Khartoum (BoK). All personnel

are required to operate bank accounts with the BoK for the payment of local portions of enti-

tlements and allowances. It is advisable to carry at least $500.00 upon arrival to take

care of board and lodging expenses for the initial days.

Telecommunications are generally reliable in Darfur. There are three (3) main international

telecommunication companies in Darfur which provide mobile phone, internet and other tele-

com services.

The United Nations Volunteers (UNV) programme is administered by the United Nations Development Programme (UNDP).The people of Darfur are mostly Muslim and follow strict Sharia law. This provides for an interesting and enriching environment and requires a mature level of cultural awareness

among UN volunteers as they interact with local colleagues and communities.

14. Conditions of Service

Initial contract will start upon arrival in Sudan and will be valid until the end of the ongoing

budget period, i.e. until 30 June, unless arrival is on our after 1 May, in which case contract is

issued until 30 June of the next year. This contract may be extended for additional 12 month

periods depending on budget and requirements of the UNAMID and the performance of the

volunteer.

A volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly

Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum

three).

The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing,

utilities, transportation, communications and other basic needs. The VLA can be computed by

applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,571. The VLA

base rate is a global rate across the world, while the PAM is duty station/country-specific and

fluctuates on a monthly basis according to the cost of living. This method ensures that inter-

national UN Volunteers have comparable purchasing power at all duty stations irrespective of

varying costs of living. The PAM is established by the International Civil Service Commission

(ICSC) and is published at the beginning of every month on the ICSC website

(http://icsc.un.org). For example, if the PAM for the current month is 54.6%, then the VLA for

that month will be (US$ 1,571 x 54,6 /100) + 1,571= US$ 2,429. Moreover, aFamily Allowance

(FA) is added in accordance with the number of recognized dependents: US$ 250 if the UN

Volunteer has 1 recognized dependent, and US$ 450 if the UN Volunteer has 2 or more rec-

ognized dependents. The current VLA for International UN Volunteers in Sudan is US$

2323 for a volunteer without dependent; US$ 2573 for a volunteer with one recognized de-

pendent and UD$ 2773 for a volunteer with two or more recognized dependents. These

amounts will change with fluxuations in the PAM.

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC,

international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis.

Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assign-

ment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up

the assignment) and in the event of a permanent reassignment to another duty station.

UNV provides life, health, permanent disability insurances as well as assignment travel, an-

nual leave, full integration in the UN security framework (including residential security reim-

bursements).
