This Job Description illustrates the job profile, including the responsibilities, skills, education, professional experience, and remuneration for the post of Senior Officer for External Relations & Protocol (“Senior Officer”), classified AD 5, in the Administrative Branch of the International Anti-Corruption Academy (IACA).

Profile

Within IACA’s organizational structure, the Senior Officer has planning, drafting, developing, and implementing duties on external relations and protocol matters, including the events management. To this end, he/she is competent to guide, coordinate, and supervises designated staff and to ensure the proper workflow, results, and functioning within the team. The Senior Officer reports to senior management, as defined by the Dean.

The Senior Officer’s place of employment is the IACA campus, in a multinational environment. He/she may also be sent to IACA’s other offices or to those of partners, contractors, or other third parties, in Austria or abroad. He/she may also be sent on official missions abroad, as work requires, and thus must hold valid national travel documents. He/she is required to devote working hours to conceptual issues, planning, drafting, supervising, communicating, and coordinating with external stakeholders.

Duties and Responsibilities

Within IACA’s organizational structure, the Senior Officer is responsible for developing the Academy’s external strategies and agendas, and maintains relations with Members, partners, and stakeholders. In the exercise of these duties, he/she is in charge of communications with Permanent Missions, the Host Country, intergovernmental and non-governmental organizations as well as other stakeholders. Moreover, the Senior Officer works on strategic partnership building by further developing a network of contacts with various professional networks, on a regional and global level, covering all sectors. 

The Senior Officer is in charge of organizing visits of (high-level) government officials and delegations as well as IACA’s missions. Moreover, he/she is responsible for organizing various events and conferences, and coordinates meetings with partners. This requires substantial input on substance matters, including supervising and coordinating within the Academy also occasionally with external stakeholders. Moreover, the incumbent oversees the technical preparation for various events, which requires detailed supervision and guidance. In addition, it will also be the responsibility of the Senior Officer to ensure proper financial documentation and procurement processes within the unit. Furthermore, the Senior Officer has the function of the head of the Secretariat of the European Partners against Corruption (EPAC) and European contact-point network against corruption (EACN).

The Senior Officer may be required to act as a leader, coordinator, and supervisor of all staff, and - where applicable– interns, and consultants within his/her team and/or of respective project(s), consistently ensuring proper and reliable knowledge management. The Senior Officer also reviews, finalizes, and submits necessary reports to senior management for approval. In line with IACA’s team spirit, he/she works occasionally on other tasks given by his/her superiors, not directly related to his/her appointment, but where his/her work, experience and skills are an asset and/or immediate shortage of personnel capabilities require so.

Skills 

The incumbent:

  • demonstrates in-depth knowledge of characteristics of international organizations,
  • has profound knowledge of applicable international law, and practical experience with different international organizations (preferably also with an anti-corruption mandate),
  • has real-life experience and understanding of liaising with diplomatic representations, international organizations, and other external stakeholders,
  • has significant experience in organizing (high-level) events and conferences on the international level,
  • is a skilled and proven leader with strong analytical, communication and negotiation skills in a multicultural environment,
  • is confident, proactively pursues his/her targets, and ensures the highest quality results under tight deadlines and tight resources,
  • shows the flexibility to take over different tasks as required in a small but growing team,
  • demonstrates ability and willingness to take managerial responsibility for all related operations and tasks,
  • has excellent written and oral communication skills in English,
  • is familiar with and able to handle contemporary computer software,
  • expresses readiness to travel and represent IACA at international events, etc.
  • has a valid driving license for passenger cars.

Education

The Senior Officer holds at least a Master's degree in a job-related field. Other academic degrees such as a PhD or another degree in a job-related field, additional languages, as well as periods of studies abroad are considered an asset.

Professional Experience

At least seven (7) years of professional experience in an international context, including at least two (2) years of professional experience in an international organization or national government and at least two (2) years in a leadership position, are required. In addition, professional experience gained in other or related professions, and working experience gained abroad or in multinational environments are assets.

Vacant Post, Type and Duration of Appointment

IACA offers a fixed-term appointment for the duration of two years, with a probationary period of four months. Under certain conditions, this fixed-term appointment may be renewed by IACA. For detailed information, please consult the Staff Rules of the International AntiCorruption Academy. The chosen candidate would preferably take up his/her position at the beginning of 2017.

Remuneration  

As an international civil servant, the incumbent will be entitled to an all-inclusive annual salary of 90,701 EUR. An adjusted dependency benefit will be given to staff members with at least one child. Alternatively, the position is also open for secondments by states, international organizations, and other relevant institutions. In case of secondments, the incumbent will be remunerated by the seconding authority and not by IACA.
