Senior Resettlement Tracking, Analysis and System Developer

ORGANIZATIONAL CONTEXT

The global increase in resettlement quotas has brought to the spotlight the importance for UNHCR to collaborate with States in the compilation, analysis and dissemination of reliable data and information on resettlement. This will allow both UNHCR and resettlement States to not only build an evidence base for States' increased engagement but also assist with policy development and global programme monitoring. It will also support UNHCR in its advocacy and planning efforts to expand this avenue for protection and the progressive attainment of solutions.

To respond to this emerging area of responsibility within UNHCR's Resettlement Service, there is a need for highly qualified technical expertise to map and analyse existing resettlement data systems to help build this evidence base. This process will serve the Annual Tripartite Consultations on Resettlement (ATCR), UNHCR, States, and NGOs, among other, to further develop the current tracking system that does not yet meet the complex and expanding needs of UNHCR and its State partners. This is essential as the organization aims to collect and provide highly reliable and analytical information on resettlement.

While States repeatedly emphasized the importance of strengthening the evidence base of the resettlement process, UNHCR has been called upon to increasingly explore the feasibility of complementary forms of admission pathways for refugees. As such, UNHCR should not only be able to monitor trends globally on resettlement submissions and departures but possibly also on submissions and arrivals of refugees under other forms of admission such as labour mobility programmes, academic scholarships or family reunification schemes.

The incumbent of this post will be a member of the Resettlement Service, Division of International Protection, reporting to the Deputy Director (Resettlement Service). S/he will serve as the Resettlement Service's focal point for the strengthening of resettlement data. In addition, the incumbent will, in collaboration with relevant stakeholders explore the feasibility of improving the evidence base for complementary forms of admission for refugees. As such, s/he will be providing technical leadership to develop clear and efficient processes for collecting, analysing, synthesizing and reporting on a range of resettlement as well complementary pathway data sets.

On behalf of the Resettlement Service and to support States' increased engagement in resettlement, the expert will work closely with internal and external stakeholders to coordinate and support the compilation, analysis and reporting of information relevant to this context. The Senior Resettlement Tracking, Analysis and Systems Developer will advise the ATCR and the Resettlement Service, among other, on the best ways to collect and record this information. S/he will further work with the ATCR, States, international organizations and other institutions, as deemed applicable, to explore the feasibility of collecting data on complementary forms of admission for refugees. As such, understanding UNHCR¿s global protection mandate, resettlement and UNHCR¿s system, in combination with advanced technical skills in the area of data collection and analysis, is essential in this function to ensure that protection and solutions principles are adequately applied, captured and represented and that a reliable evidence base is established.


FUNCTIONAL STATEMENT

Accountability
- Resettlement data for various uses in UNHCR are validated and disseminated.
- Internal and external parties, in particular states and donors, have reliable and timely information on resettlement.
- UNHCR staff receive adequate technical support in terms of sound data collection methods, tools and analysis with regard to resettlement information.
- Strategic partnerships with State institutions and international organizations working in the area of resettlement or complementary pathways are developed or strengthened.

Responsibility
- Provide technical support to the implementation of the resettlement upscaling exercise, grounded in sound substantive bases and responsive to State and field's data priorities.
- Provide input to the resettlement planning and upscaling process with reliable and validated resettlement statistics.
- Ensure that critical resettlement data is generated, updated, collected, analysed and disseminated for effective technical capacity building and policy dialogue.
- Analyse technical and substantive reports and recommend required follow-up actions with regard to the strengthening of the evidence base.
- Play a key role in building up, coordinating and monitoring the knowledge platform with regard to resettlement and complementary pathways in the areas of evidence generation and dissemination.
- Lead the analysis and synthesis of substantive resettlement trends, emerging needs and research findings at regional or global level in order to produce new, cutting edge technical knowledge.
- Disseminate and promote the use of technical knowledge and evidence and ensure their use to improve the effectiveness of UNHCR's resettlement operations.
- Develop and coordinate the substantive elements of collaboration in the area of resettlement statistics and data on complementary pathways together with the technical arms of States, regional and international agencies.
- Conduct ad hoc analysis using data extracted from UNHCR's registration database progress to inform decisions at policy and operational level.
- Advise resettlement States and national immigration bodies regarding best practices in the gathering and analysis of data on resettlement and complementary pathways.
- In close cooperation with resettlement statistics focal point in UNHCR Washington, coordinate and support the production of resettlement statistics by ensuring compatibility and consistency in the use of such data.
- Support the use of regional data warehouses across UNHCR's regional operations with a view of generating resettlement data in a systematic and timely way.
- Continuously improve the process of revising resettlement submission targets by creating standardized templates and defining timelines and criteria for revisions in a systematic way.
- Develop, review, update and ensure dissemination of standards, policies, and guidelines with regard to the gathering and analysis of resettlement statistics; and in close cooperation with UNHCR's Comprehensive Solutions and Education teams, among other, with regard to complementary pathways.
- Support the development and dissemination of operational guidance, instructions and tools aimed at ensuring the technical integrity of resettlement activities needed to support policy development and evidence-based programme monitoring.
- Contribute to the drafting and review of internal or external statistical reports as they relate to resettlement and complementary pathways for refugees.
- Together with relevant stakeholders, support the development of a centralized dashboard for resettlement statistics.
- Perform other related duties as required.

Authority
- Confirm the figures to be used as official resettlement statistics in internal and external reporting.
- Represent UNHCR in major technical or policy events, meetings and conferences in relation to resettlement or complementary pathways to advocate for sound strategies, policies and guidelines with regard to the building of evidence.
- Advise operations and DIP's Resettlement Service on the appropriate methods and tools to be used in resettlement data gathering and analysis activities.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Advanced university degree in Social Sciences, Demography, Statistics, Data Science, Economics, Population/Migration studies, Human Geography or a related field.
- Minimum of 10 years of previous job experience in data analysis, data collection, measurement, methodological development, statistics, or data interpretation.
- Minimum of 5 years of international experience.
- Excellent knowledge of English and working knowledge of another UN language.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Excellent conceptual and analytical abilities.
- Previous experience serving in a data-related capacity.
- Demonstrated knowledge of results-based management and evidence-based planning approaches, methods and tools.
- Experience in strategic planning and building evidence for policy makers.
- Familiarity with UNHCR's registration systems.
