Senior Coordinator  (Technical Support)

ORGANIZATIONAL CONTEXT

Overall supervision is received from the Senior Operations Manager. Close functional coordination will be established with other humanitarian as well as governmental actors on the ground. The incumbent will supervise the technical unit which includes a WASH specialist, a Site Planner and other technical staff under various contractual arrangements including through stand-by partners.

FUNCTIONAL STATEMENT

Accountability
- Appropriate technical specifications in the WASH, Shelter and Health sectors are applied to both camp settings and as appropriate, non-camp settings.
- Guidance is provided and UNHCR is represented in relevant coordination structures, in addition to leading/coordinating the shelter cluster/sector.
- Counterparts in related regional and local government structures are regularly engaged in UNHCR's involvement in the provision of technical response/assistance.

Responsibility
- Coordinate technical response related to physical planning, WASH, environmental and health sectors.
- Coordinate, design and formulate activities in line with cost effective and socially appropriate solutions (using a consultative approach with refugees and IDPs) for the activities in the technical sector.
- Coordinate and guide camp/site construction and related activities.
- Coordinate monitoring of projects implemented in relation to physical planning, WASH and health.
- Coordinate UNHCR's response towards strengthening local structures and capacities.
- Improve coordination among partners and participate in capacity building efforts.
- Ensure regular update and share information within UNHCR as well as with relevant government, UN and NGO counterparts.

Authority
- Provide guidance on the overall strategy and focus of shelter, WASH and health sectors.
- Represent UNHCR in Coordination meetings/workshops.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Advanced University degree in civil engineering or related field.
- At least 10 years of relevant experience in progressively responsible functions, including at least 5 years in international capacity.
- Ability to promote good working relationships among colleagues, supervisors and those persons supervised.
- Good communication, interpersonal and negotiation skills.
- Excellent oral and written English; working knowledge of another UN language, preferably Arabic.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Previous professional work with UN Agencies and/or NGOs.
- Experience of refugee/IDP emergencies.
