Donor Relations Officer (In-Kind)

ORGANIZATIONAL CONTEXT

The incumbent will be based in Budapest. Under the joint supervision of the PSFR Fundraising Support Unit and DRRM Funding Analysis Unit who will provide guidance and advice as the in-kind focal point, s/he will work in close ccollaboration within the DRRM/PSFR teams which is essential to success and therefore the incumbent must establish collaborative working relationships both internally with staff across the organization (Bureau/Desks and Divisions, DRRM/PSFR focal points) and externally with donors and other key stakeholders.

FUNCTIONAL STATEMENT

Accountability\
- Appropriate procedures and guidance on handling of in-kind contributions are in place and followed. 
- DER policy and guidelines on in-kind contributions are examined, updated and communicated to all internal and external stakeholders.
- Strategies for securing appropriate new contributions in-kind are developed. 

Responsibility
- Develop guidance and training materials on the management of in-kind contributions.
- Monitor, track and identify contributions with private sector and donor governments.
- Ensure visibility for the in-kind donors in UNHCR Reporting (Global Report).
- Communicate procedures to internal stakeholders (Bureau/Desks and Divisions, DRRM/PSFR focal points, SMLS).
- Lead coordination of in-kind contributions for Emergency situations with internal and external stakeholders is ensured.
- Provide analysis of in-kind for decision making.
- Ensure in-kind donations are properly recognized, recorded and reported, in accordance with relevant IPSAS policies and procedures.
- Coordinate with the Bureaus/PBS for budget approval status.
- Take lead in reviewing and revising policy/process for handling in-kind contributions, in coordination with DER. DFAM, SMLS and DPSM.
- Work in close coordination with the Field/Bureau in identifying needs for in-kind contributions.
- Liaise with DRRM/PSFR donor focal points in identifying potential donors, bearing in mind DER/DRRM/PSFR¿s overall strategy.
- Provide guidance and information to Donor Focal Points informing of requirements standards for in-kind contributions.
- Directly liaise with PMCS/SMLS for the valuation and accepting of goods in-kind.
- Ensure that all necessary information and documents are provided to appropriate DER colleagues for the recording of in-kind contributions.
- Address audit concerns in respect of in-kind contributions.
- Draft/provide regular reports and distribute to the stakeholders and Senior Management.
- Knowledge of MSRP procurement process for requisitions, purchase order and receipts, including supply chain management. 
- Facilitate the budgetary regularization of donations, as required, in collaboration with Bureaus and Divisions.

Authority (decisions made in executing responsibilities and to achieve results)
- Disseminate policies on in-kind contributions to all stakeholders, ensuring compliance with the same procedures.
- Provide guidance and support to donor focal points as regards to donor requests.
- Provide guidance and support to the Preparers as regards to recording in-kind.
- Provide guidance and training to the Bureau and field operations on the management of in-kind contributions.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University or postgraduate degree, social sciences, policy, or international relations related discipline;
- Minimum 8 years (6 years with advanced university degree) of relevant work experience with an exposure to provision of support services in an international organization, preferably in the UN system.
- Experience with donor governments, foreign service in delivery and facilitating in-kind contributions.

- Excellent computer skills (MS Word, Excel and PowerPoint essential).
- Knowledge of PeopleSoft inventory and supply chain modules.
- Experience in procurement processes, suppliers and technical standards.
- Experience in training facilitation, preferably supply chain.
- In-kind contribution management for goods and services from acceptance to revenue recognition.
- Experience in coordination with procurement and field logistics to facilitate goods delivery.
- Excellent written skills for training and learning material.
-       Excellent knowledge of English (written/oral/comprehension). Highly developed drafting ability in English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Exposure to UN system with particular focus on external relations and supply logistics
- Exposure to UNHCR specific field operations, training/learning activities.
-       Knowledge of French is an asset.
