Associate Donor Relations Officer (Humanitarian Financing)

ORGANIZATIONAL CONTEXT

The incumbent will work in the Humanitarian Financing and Field Support Section and assist with the management of UNHCR¿s engagement in the Humanitarian Pooled Funds (Central Emergency Response Fund (CERF) and County Based Pooled Funds (CBPF). The incumbent will particularly focus on the information gathering and dissemination of all funding information related to this funding stream both for external and internal purposes.

As part of the Humanitarian Financing and Field Support Section, s/he is supervised by the Senior Donor Relations Officer and also receives guidance from the Chief of Section and from the Head of Service. S/he may receive indirect guidance from other units within DRRM or Divisions or Bureaux.

Externally, under the supervision and guidance of the Senior Donor Relations Officer and the Chief of Section, the incumbent maintains relations with the CERF, principally through frequent and extensive contact with the CERF Secretariat, with authority to advocate for support to UNHCR programmes and negotiate contributions.

FUNCTIONAL STATEMENT

Accountability
- Good relationships are established and maintained with the CERF Secretariat and the Fund is engaged in a strategic dialogue with UNHCR to maintain/increase contributions.
- Regional Desks and Field Offices are serviced with relevant advice on how to access these funds and how to draft successful proposals. Field submissions are followed up with the HQ of the relevant funds.
- Quality proposals for funding are submitted to the Pool and Trusts Funds.
- Narrative and financial reports are submitted in a timely fashion.
- Operations, Regional Bureaux, other Divisions in Headquarters as well as the Executive Office receive timely information and guidance on actual and projected income in order to take appropriate decisions on resource allocation and management.
- All income from pooled funds, intergovernmental and other UN entities funding is recorded properly.

Responsibility
- Serve as a DRRM donor focal point for Humanitarian Pooled Funds.
- Maintain close dialogue with and provide information to the CERF Secretariat on UNHCR operations and financial requirements including responding to requests for information on ad hoc basis.
- Keep abreast of UNHCR's operations world-wide with a specific focus on emergency situations to be able initiate requests for funding from Humanitarian Pooled Funds.
- In collaboration with respective Bureaux, Divisions and UNHCR Offices, support field submissions for Humanitarian Pooled Funds or provide other information the Funds may require in determining their financial support to UNHCR.
- Follow up on narrative and financial reports on contributions, in compliance with specific funding requirements.
- Monitor tracking of and use of contributions and take necessary action to satisfy funding requirements.
- Draft internal and external correspondence, including briefing notes for Senior Management as necessary, to support them in negotiation and follow-up of contributions.
- In consultation with the Snr Donor Relations Officer, identify and access new funding sources as per DRRM's strategy.
- Ensure contributions are properly recorded and funding and projections tables accurately updated.
- Serve as a DRRM regional focal point for assigned countries / regions.
- Follow-up the funding situation of the programme areas and update the corresponding funding charts. Share funding tables with relevant Bureaux, Divisions and Offices.
- Monitor earmarking levels and alert DRRM / PSFR on specific country programmes which risk receiving excessive or minimal earmarked contributions.
- Assist field operations / Bureaux in developing country or regional strategies to raise locally available funds, providing the necessary support, guidelines and tools.
- Assist Bureaux and operations in developing appropriate, high-quality funding submissions, information papers and donor reports.
- Through internal communication and advocacy, ensure that Bureaux and operations implement and actively support UNHCR corporate fund raising priorities.
- Review and edit all narrative and data information for presentation in the Global Appeals and Global Reports as well as any other appeal or report documents.
- Draft reports on the funding situation for Humanitarian Pooled Funds and of assigned operations or regions.
- Assist in facilitation of DRRM training events for field and Bureaux staff as required.
- Perform any other tasks as required.

Authority
- Act as DRRM Focal Point for the Humanitarian Pooled Funds.
- Act as DRRM Regional Focal Point for assigned region of operations.
- Initiate and maintain contacts with the CERF Secretariat.
- Represent UNHCR in meetings and correspondence with Humanitarian Pooled Funds and represent DRRM in internal meetings.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in Political Science, International Relations, Economics or related field.
- Minimum 4 years (2 years with advanced university degree) of previous job experience relevant to the function or in donor/external relations.
- Excellent knowledge of English and demonstrated ability to write well in English and to prepare texts and training material.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Involvement in humanitarian financing/reform issues; knowledge of the inter-agency cluster approach and role of related agencies.
- Experience with specific funds allocation processes in the field, such as CERF, pooled funding, etc. Experience with Inter-Agency Appeals processes.
- Knowledge of French and/or other UN language.
