The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Middle East Regional Office was created in January 2014 as part of NRC’s reorganization process. We currently have more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria, Iraq, Lebanon, Turkey, Jordan and Palestine, working in the shelter, education, food security, legal assistance and water, sanitation and hygiene sectors with strong protection and resilience focus integrated into ourprograms.

The Norwegian Refugee Council is calling applications for Senior specialized candidates in the Operations sector in an Emergency Context to fill the position(s) as Head of Support across the region. Qualified vetted candidates who meet the minimum requirements will be added to the Regional CVs Roster.

The Head of Support leads the development and implementation of support systems appropriate to a programme. The post-holder is a member of the Country Management Group and contributes to ensuring that, through NRC’s programme, refugee rights are respected and that refugees are protected in Lebanon.

The Head of Support has delegated responsibility for ensuring that NRC’s HR, finance, logistics and administration systems provide relevant and adequate support to NRC’s programmes during the whole project cycle. She/he is responsible for developing and implementing in-country Standard Operating Procedures for support functions, ensuring oversight of financial management and is the focal point for anti-corruption and counter-terrorism measures. The post-holder provides leadership to the Support Management Unit and ensures that the HR, finance, logistics and administration sections implement strategies to support agreed programmes

The Head of Support actively contributes to the strategic direction of the country programme, provides input into proposal development and is an advocate for refugees and host communities. As a member of the leadership team, the Head of Support ensures that staff observe NRC’s Code of Conduct and other guiding principles and that NRC’s financial, human and other resources are carefully controlled to ensure maximum impact for refugees and affected hosting communities is achieved.

For this key role our ideal candidate is:

A university graduate and experienced Manager, with a minimum of 4 years' experience as a Senior Support Manager in a humanitarian/recovery context.  A strong manager, with an aptitude for motivating and driving highly professional teams to achieve results. A hands-on visionary with experience building capacity.  Highly organized and structured individuals with an interest in NRC’s core competencies are particularly encouraged to apply.

 

Key Job Tasks and Responsibilities:

  1. ·      Leadership of the Support Management Unit, and direct line management of Finance, HR & Admin and Logistics (incl. ICT) Managers and Compliance Coordinator.
  2. ·      Overall responsibility for defining and implementing the operational strategy, aligned to programme plans and insupport of the Country Strategic Plan and Core Competency Strategies. 
  3. ·      Accountable for relevant high qualityand holistic operational support (HR, Finance, Logistics, ICT, and administration) to in-country programmes, matched to programme scale and with a particular focus on value for money.
  4. ·      Responsible for overall country budgets, incl. proposal development, financial monitoring and forecasting, financial reporting to donors and donor compliance. Ensure full compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements, and development of country-specific standard operating procedures, guidelines and tools to complement organisational policies. 
  5. ·      Responsible for assessing operational support needs of programmatic operations and implementing the required support systems (incl. capacity building, development of procedures, ICT infrastructure, etc.) in cooperation with AMs and HoP.
  6. ·      Promote optimal use of resources –financial, human, physical – to achieve strategic objectives. 
  7. ·      Ensure training of staff in relevant systems, especially financial management, NRC’s anti-corruption guidelines and NRC’s performance management system.
  8. ·      Responsible for the strategic development of country structures, technical systems, human resource capacity and allocation
  9. ·      Promote the rights of refugees in line with the advocacy strategy.
  10. ·      Ensure that NRC Lebanon is a learning organisation where all staff benefit from development opportunities at least annually;
  11. ·      Ensure that NRC Lebanon operates within all relevant national laws, and complies with all regulations, including but not limited to employment legislation, VAT regulations, NGO registration requirements.
  12. ·      Ensure that data management is secure and that beneficiary records and financial data is adequately protected.
