We are looking for a highly qualified professional with strong experience and knowledge of main protection concerns in Jordan and protection monitoring techniques. The ideal candidate will also have previous experience in cash programming. The position is conditional on funding confirmation from the donor.  Successful candidates will possess high-level management, coordination, and communication skills and show a clear ability to successfully manage and interface between Consortium partners, donors and other stakeholders.
 
Who are we? 
The Consortium is composed of the Danish Refugee Council, Premiere Urgence International and Mercy Corps. Building on their complementary geographical presence and their extensive experience in a protection focused response to the Syrian crisis in Jordan, the consortium members through this project will aim to strengthen a protective environment that better identifies and responds to the protection risks faced by refugees living in the host communities of Jordan. DRC, PUI and MC boast significant experience responding to the effects of the Syrian crisis in Jordan and across the MENA region and have been engaged in a multi-sectoral response, encompassing protection, shelter, NFIs, health, education, community services.
 
About the job 
The Consortium Project Manager (CPM) will be expected to provide vision, leadership and direction to the Consortium and its activities as well as oversee the administration and implementation of the grant. The CPM will have financial and human resource management oversight and will take on a strategic leadership role in Monitoring, Evaluation, Accountability and Learning (MEAL).
 
Reporting 
The CPM will report to DRC Jordan Head of Program. He/ She will be working with Area coordinators; Consortium Administrative and Finance Senior Office; Consortium Senior Information Management Officer
 
Duties and Responsibilities 
• Coordination with Consortium partners and serve as chair of the consortium Steering Committee;   
• Oversee planning, programme design and delivery of Consortium objectives, and budgets; 
• Ensure the timely delivery of agreed outputs of the Consortium and ensuring quality programme implementation in line with the agreed strategy; 
• Maintain strategic vision and provide operational leadership to all aspects of the Consortium (including financial and management of the consortium team); 
• Manage the related Technical Groups and lead coordination agenda setting 
• Manage the development and implementation of the MEAL strategy; 
• Oversee development of the Consortium advocacy strategy and promote the use of Consortium-generated knowledge and learning; 
• Provide strategic leadership on external communications in line with Steering Committee guidance;  
• Represent the Consortium in coordination mechanisms with government, partners and donors; 
 
About you 
To be successful in this role you must have: 
• A post-graduate degree in international relations, business administration, management, human rights, social sciences or related field;
• Minimum 5 years professional work experience in international humanitarian/ development work, including in the MENA region; 
• Demonstrated experience in managing and leading Consortia; 
• Demonstrated technical expertise and experience in protection and/or social cohesion programming;  
• Previous experience/involvement in cash programming; 
• Proven analytical and strategic planning skills; 
• High-level communications and people skills;  
• Excellent writing and communication skills able to negotiate effectively between different stakeholders, and to represent the Consortium at high level forums; 
• Extensive experience in representation and networking, in particular with Governments, humanitarian and development actors and Donors; 
• Demonstrated project, program and human resource management experience; 
• Proven ability in working in insecure or hardship environments. The position will require extensive travel to the field; 
• Strong MEAL experience, including in complex programmes with high-profile evaluations; 
• Professional fluency in written and spoken English; fluency in Arabic advantageous though not required;

We offer 
DRC will offer the successful applicant a twelve months contract. You must be available to start work from 1 August 2016 and be willing and able to work in Amman-Jordan.
