We are looking for a highly qualified Community Centers Programme Manager to join our team in Damascus, Syria. 
 
 
Who are we? 
The Danish Refugee Council (DRC) is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people worldwide. 
  
DRC has been actively assisting people and communities affected by the current Syrian crisis since 2011, with programmes in support of Syrians in Lebanon, Jordan and of course Syria.  
 
The DRC Syria programme, headquartered in Damascus, currently have 10 expatriate staff and more than 70 national employees – some of which are based at the DRC Community Centers located in 5 different areas throughout the country. In addition to this, DRC has a network of more than 200 service providers supporting DRC’s operations. DRC has a permanent field presence in Aleppo, Homs and Deraa, as well as in 4 locations in Damascus/rural Damascus.   
 
 
About the job 
the Community Centers Programme Manager will be responsible for timely and qualitatively coordinating and supervising all DRC’s activities related to community centers with regards to community-based protection as well as gender-based violence and child protection. S/he will provide programmatic and operational oversight for the programme, including overseeing the smooth functioning of 6 established community centers, setting up 2 new women centers, and overseeing the running of 1 Family Meeting center. S/he will also oversee the implementation of protection monitoring processes. S/he will animate a large team and community volunteer network, manage training staff, explore for new partnerships with local organizations and local authorities, and strengthen community-based association organizational and technical capacity in Protection. The post-holder will lead monitoring, evaluation and reporting for the project and contribute to the development of new project proposals. 
 
 
Main Duties and Responsibilities
 
1. Strategic programming 
  • Contribute to the development of a Community-Based Protection, GBV and Child protection specific strategic program plan for DRC in Syria. 
  • Develop a strategy for community-based protection and protection monitoring activities. 
 
2. Grant Proposals writing and Reporting 
  • Participate in the development of proposals, budgets and concept notes in coordination with the HoP, HoFA, HoLP, Grant Manager, Community Services Advisor and GBV/CP Advisor. 
 
3. Program management and activities implementation 
  • Ensure compliance with donor requirements and DRC’s administrative, logistical, and financial procedures. 
  • Create and execute a work plan, financial forecast and related systems to ensure that project deadlines are met and targets achieved. 
  • Oversee annual, monthly and weekly implementation plan development, and internal and external reporting, in participation with team members. 
  • Supervise the delivery of quality protection, GBV and Child Protection oriented services within DRC’s community centers, women and children centers, family meeting center and juvenile center, and ensure smooth administrative and operational functioning, including oversight for case management and the development and strengthening of a referral pathway. 
  • Design and develop community training and Information, Education and Communication materials to educate men, women and youth about general protection issues, GBV and women’s and children’s rights, the referral pathway, and basic psychosocial support at community level. 
  • Oversee the development of organizational and technical standards operating procedures, training materials for DRC’s and Community Centersstaff and partners. 
 
4. Monitoring, Evaluation & Learning 
  • Develop monitoring systems and provide regular reports on program activities for donors as well as for internal learning and appropriate program adjustments due to new opportunities/challenges. 
  • Develop and harmonize monitoring and evaluation tools used by the Community Center and protection teams. 
 
5. Team Management & Capacity Building 
  • Recruit, train, and mentor program staff including in areas such as monitoring and evaluation including use of specific databases, reporting, women and children’s rights, protection monitoring, and community mobilization techniques. 
  • Provide leadership, guidance, and support to the DRC’s and Community Centers staff through regular supervision and feedback on performance 
 
6. Coordination & Representation 
  • Promote relations and coordinate activities with other humanitarian actors, donors, UN, and civil authorities. 
  • Actively participate in coordination mechanism with network partners to ensure information sharing, coordination of interventions and enable meaningful intervention. 
 
 
About you 
To be successful in this role you must have at least
- BA in Project Management, International Cooperation, Sociology, Psychology or any other relevant diploma/training in protection or community mobilization/services. 
- 5 years of progressively responsible professional experience with an international NGO in program design, implementation, monitoring and evaluation. 
- 3 years of progressively professional experience in protection programming in a refugee/IDPs related crisis, including community-based protection and if possible Gender Based Violence en Child Protection. 
- 2 years of demonstrated professional experience and skills in grant proposal & budget development (mainly with ECHO, OFDA, UNHCR, DFID, etc). 
 
Preferred qualifications/experience:
Master degree in International Development/Community Development
- 2 years of recent experience in Middle-East, preferably working on the Syrian Crisis. 
 
 
We offer 
DRC will offer the successful applicant a 12 months contract, renewable dependent on both funding and performance. You must be available to start work asap and will be willing and able to work in Damascus, Syria, with trips to Homs and Daraa according to security conditions.
