TERMS OF REFERENCE (TOR)

Consultancy to develop web based database management system for vocational training program

Duration: 40 days

Location: Home-based, with travel to Dadaab, Kenya.

Background

Youth Education Pack program has been in existence since 2007 providing vocational skills training to refugee in Dadaab refugee camps and host community Youth.  17 different skills have been offered since with 5700 youth completing training and graduates from through the program. Over period records for students and staff are built and documented in both print and softcopies in various formats. These records and information remain relevant and therefore require easy management, quick access, manipulation and transfer when necessary. As a foundation to building a more robust database management system that can link to other potential intranet and internet  platforms; NRC intend to develop a data base management system for the vocational training program to provide ease management of its records.

Scope of Work

The work entail carrying out an assessment of the current information management system in use in vocational skills training, designing an online supported database management system that would allow and accommodate students’ data from old records and that to be generated in future and achieve consistency. The Aim is to get a consultant to build data base management system for vocational skills. NRC has ICT personnel who can support in assessing the reliability and suitability of NRC- ICT infrastructure to support expected platform for database. In executing the project work, the software developer (s) will be expected to:

  1. Analyze the current information profiling system used in YEP works and find the requirements
  2. Produce complete, well-documented information systems.
  3. Demonstrate that the system can solve information processing problems before final handover to NRC.
  4. Train system users –Education staff, ICT, Centre supervisors and ICT teachers

    , Implement, document and test the system

  5. Draw a schedule of activities which will guide on project completing time, the system should be ready in a period of not more than 40 days from commencement

In addition to the above the following factors MUST be considered when developing the system

  1. User centred design and solution
  2. Cloud first-the system shall be built for cloud and internet of things (IoT)
  3. Agility- the system should be able to rapidly respond to change by adapting our systems and solutions.
  4. Data –driven –the solution must be able to provide tools that maximize the value of NRC data and provide analytics
  5. Mobile first-the solution must be available “on the go” and on different platforms (PCs, tablets, smartphones, iPad etc)
  6. Legally compliant –the system shall be compliant with NRC code of conduct, Kenyan legislation, Norway legislation and international laws
  7. Total cost of ownership

The development of the database management system should take into consideration the need to have it able to synchronize and communicate with other Microsoft programs, applications, NRC intranet and Okta platform. It should also be accessed via any browser, OS and mobile devices
