We are looking for a highly qualified candidate who has the skills to engage in our organization as an Area Program Manager. The position reports to the Area Manager. 

 
Who are we? 
The Danish Refugee Council has worked in Lebanon since September 2004, and the programs have followed the country’s needs and progress. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. More than 200.000 Syrian refugees have received assitance from the Danish Refugee Council since the beginning of the crisis.

Duties 
• The Area Programme Manager is responsible for ensuring that the programme in one of our operational areas is well designed in line with the national programme strategy, and is implemented in compliance with donor contracts and DRC procedures, including follow up on the project and budget monitoring tools.  
• The Programme Manager is responsible for programme quality and for developing the expertise of the sector managers, and critically implementing the capacity building plan on project cycle management and technical skills, as required, for these staff. The Programme Manager will be responsible for working with other field offices and Beirut, in order to develop standardized strategies and working methodologies. 
• Ensure that all internal and external reports are of high quality and provided in a timely fashion in collaboration with relevant staff.  
• Lead on proposal development in the area of operation. 
• Coordinate with the Operations to ensure that budgets are designed in accordance with needs. Ensure that expenditure are planned and properly managed.  
• Line manage sector managers in the area of operation and ensure that all staff have relevant work plan, job description and that performance reviews take place. Ensure that DRC management principles are disseminated and adequately applied.  
• Attend sector coordination meetings, and other external meetings, in coordination with the Area Manager;  
• Liaison with Government partners, local authorities; donors; local agencies etc. at all levels of  
• project implementation as required

 

 

About you 
• Minimum 5 years of management experience managing humanitarian multi-sector and multi-donor programs and in politicised and insecure settings, and/or experience of programming in protracted refugee setttings 
• Relevant education preferably in management , social sciences or international development 
• Sectoral expertise in one of: protection, shelter, livelihoods, social stability, CSMC, cash transfer programming 
• Ability to deal with and build the capacity of duty-bearers such as ministries, LNGOs and other local authorities 
• Capacity to properly manage the project cycle (undertaking assessment, planning, implementation, monitoring and documenting ones results) with monitoring-focused skills, 
• Negotiations and leadership skills 
• Good communication skills 
• Excellent interpersonal skills 
• Experience working in the region is desirable 
• Commitment to the values, vision and mission of DRC 
• Full proficiency in spoken and written English. Proficiency in Arabic is considered an advantage.

 

We offer 

An interesting job in one of the best NGO’s in the world. DRC will offer the successful applicant a1 year contract, renewable dependent on both funding and performance. You must be available to start work from mid May 2016 and be willing and able to work in one of our field locations.

This position will be placed at level A13 for expats and E++ for national staff. Qualified national staff are strongly encouraged to apply.
