ABOUT WFP

The United Nations World Food Programme is the 2020 Nobel Peace Prize Laureate.  We are saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.

WFP’s emergency response in Yemen is one of the agency’s largest anywhere in the world. As of Q3 2023, WFP delivered vital food assistance to 13.2 million people in need, provided nutrition support to 2.9 million children and women, and also contributed to education through its school feeding programme reaching 2 million schoolchildren.

BACKGROUND & PURPOSE OF THE ASSIGNMENT:

WFP Field Office (FO) in Mukalla covers operations in the four governorates in the eastern part of Yemen namely Al Maharah, Socotra, Hadhramaut, and Shabwah. Mukalla FO currently implements a wide range of Life saving and life changing interventions such as General Food Assistance (GFD), School Feeding, Food For Assets (FFA) and Nutrition support activities.

FFA is a powerful tool in efforts to contribute to achieving SDG 2 and can ensure lasting environmental benefits by reducing erosion and desertification or improving soil condition. By increasing productivity and promoting sustainable agriculture, FFA can strengthen and diversify incomes and livelihoods. FFA’s community centered approach empowers communities to work together to develop strategies out of hunger and can also promote improved gender equality and women's empowerment, nutrition, protection, and climate change adaptation.

In three of the four governorates covered by the FO (namely Socotra, Hadramaut and al Mahra) WFP has initiated a transition process from general food assistance to livelihood and resilience building approach. This is being done by changing the operational systems around FFA from fund responsive to a multiyear planning approach and by increasing the focus of available FFA funds to these three governorates.  

Broadly, Programme Policy Officer (PPO Livelihoods and Resilience) will lead all Livelihood focused programme activities under the Mukalla Field Office including the transition process while continuously seeking new entry points to utilize the WFP toolbox and corporate knowledge to support communities in recover their self-reliance. S/he will report to the HoFO and will work closely with extensively work with relevant colleagues in the Aden and CO Programme teams.  S/he will manage a team of junior national colleagues including staff hired through third parties. The Consultant will coordinate and work closely with other UN agencies, NGO cooperating partners, local authorities and other stakeholders in the area of responsibility.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Lead the Field Office livelihood support progamme activities, including coordination with a variety of internal and external stakeholders.
2. Actively seek identification, development and management of potential partnerships/complementarity with NGOs, community-based organizations, private sector partners, authorities and United Nations partners in the area of responsibility.
3. Manage variety of activities including food assistance for assets, food assistance for training, livelihoods grants, smallholder producer support programmes, disaster risk reduction activities, early warning and anticipatory actions and related capacity strengthening interventions.
4. Liaise with governorate and district level authorities to coordinate the design, planning, and implementation of livelihood support activities in the region, update them on WFP’s plans and support them in the development of their own plans highlighting areas for potential WFP support.
5. Ensure alignment of Field Office activities with subnational and local authority plans, WFP’s Country Strategic Plan (ICSP 2023-2025) and related activity country-wide guidance.

6. Ensure that asset creation plans are developed based on the Community Based Participatory Planning (CBPP) approach and are technically feasible/appropriate; Supporting partners in conducting CBPP and translating CBPP into early programme roll out and asset creation commencement.

7. Work closely with the Area Office and CO prgoramme teams, including the Engineering Unit in Yemen CO, to ensure quality and cost efficiency and minimie negative environmental impact of WFP-created assets.

8. Support the Head of Field Office in the management of the relevant Cooperating Partners, including day to day operations, development and review of Field Level Agreements with Cooperating partners, proposal reviews, reports, evaluations, capacity building and relations in general.

9. Provide inputs to the Sitrep and other reports or communications products.

10. Any other tasks as needed.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Food Security, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other fields relevant to international development assistance, Natural Resource Management, or First University Degree with additional years of related work experience and/or training/courses.

Experience: For holders of an advanced degree, 5 years of relevant work experience, and 7 years for holders of first-level university degree of progressively responsible experience in managing food security/assistance programmes or other development-related fields, preferably with experience in design and management of livelihood and economic recovery interventions. 

Language: Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese is an added advantage.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

1. Previous experience working in a UN agency desired, previous work experience in WFP is considered an advantage, including experience in food for assets design and management. 
2. Proven experience in building partnerships with government authorities, NGOs and UN agencies.  
3. Demonstrated ability to present information and ideas and to communicate effectively.
4. Demonstrated analytical and writing skills.
5. Sound leaderships skills that stress inclusion, collaboration and respect.

 

TERMS AND CONDITIONS

• The applicant shouldn't be a Yemeni national.
• This position is required for a period of consecutive 6 months with a possibility of extension subject to the operational needs and availability of funding in Yemen Country Office.
• Consultancy contracts will be subject to a mandatory break in service after a period of service of 11 continuous months.
