Organizational Setting

The Division of Human Resources (MTHR), within the Department of Management, plans, acquires and manages human resources to effectively implement the IAEA programmes. It thus delivers the full spectrum of human resource services, including HR organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.
The HR Service Section (HSS) provides the Agency's staff and personnel with HR services and advice in the areas of administration of benefits and entitlements, administration of contracts and contract extensions, and on-boarding/off-boarding of staff.

Main Purpose

Reporting to the Section Head, HR Services Section, the HR Health Insurance Review Consultant shall conduct a comprehensive review of the IAEA's private health insurance schemes, examine its appropriateness, the state of providers in the market, and propose additional options. The objective is to review and evaluate current benefit provisions, taking into consideration best practices and current economic conditions, including related administrative and financial implications.

Functions / Key Results Expected

The Consultant shall\:

  • Conduct a structure market analysis of the worldwide medical insurance sector, with a special focus on Austria, to identify the number of vendors, size of vendors in terms of market share, level of market concentration, and the identification of market leaders and followers; 
  • Propose changes on the benefits and plan design to the Sub-committee on Health and Life Insurance, advising on its advantages, disadvantages, potential risks, and cost implications;
  • Ensure that gender and diversity inclusion perspective is considered in the evaluation and proposal pertaining to reproductive and preventive benefits;
  • Conduct a competition analysis of the worldwide medical insurance sector, with a special focus on Austria to identify the degree of vendor competition, barriers to market entry, exit barriers, competitive advantage of individual vendors, and market trends;
  • Develop procurement strategy and support ex-ante submission to the Sub-committee on Health and Life Insurance and IAEA Division of Procurement Services (MTPS) prior launching the process;
  • Develop the terms of reference for the procurement process;
  • Provide technical advice and knowledge and reflect, as appropriate, findings of market analysis in the tender document, including evaluation criteria;
  • Provide technical assistance, in the form of clarification of questions and issues during the procurement and contracting process;
  • Prepare recommendations on the best proposal based on technical soundness and value for money against the procurement technical and financial evaluation criteria;
  • Provide advisory support to the finalization of the contract and support any transition to new insurance provider (if applicable), including the preparation of contract management strategy, workflows, and briefing of the new insurance provider; and
  • Lead the migration from the current provider to a new provider (if applicable) following the completion of the procurement process, thereby ensuring effective implementation. 

Qualifications and Experience

  • Bachelor's Degree - University degree in Human Resources, Law, International Management, Public or Business Administration or other related field

  • A minimum of ten (10) years of professional experience in human resources management, social security, insurance brokerage, health insurance industry or related field is required;

  • Extensive knowledge and experience in global insurance markets;
  • Strong understanding of global insurance policies, especially in the life, health and illness sector;
  • Experience in the design and implementation of insurance plans;
  • Knowledge of international procurement standards;
  • Experience of reviewing and evaluating insurance proposals;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, with experience in handling of web-based management systems.
  • Other - Excellent oral and written command of English is essential. Knowledge of German an advantage

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 400, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
