UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to support UNICEF’s engagement at APMCDRR. The conference will provide a unique opportunity to publicize UNICEF’s DRR work in the region and advocate for the rights of children and young people in disaster and climate resilience in East Asia and Pacific region.

How can you make a difference?

 UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to support UNICEF’s engagement at APMCDRR. The conference will provide a unique opportunity to publicize UNICEF’s DRR work in the region and advocate for the rights of children and young people in disaster and climate resilience in East Asia and Pacific region.

Work assignment (remote/ home-based modality, not office-based), Expected deliverable and Delivery schedule:

Assignment 1: Preparation of concept note and workplan on UNICEF’s engagement and contributions at APMCDRR in close liaison with UNICEF RO, HQ and Cos

  • liaison with the relevant colleagues internally within UNICEF and external partners, including UNDRR, Major Group for Children and Youth, NGO partners and other regional stakeholders.
  • Develop a concrete workplan (in excel format) with key milestones, timelines and leads to facilitate preparations for UNICEF’s engagement at the conference. Ensure follow-up and regular update.

Expected deliverable 1: Concept note and workplan for APMCDRR

Delivery schedule: 30 June 2024 (5 days)

Assignment 2: Support to the internal and external information exchange and coordination

  • Organize monthly (or more frequently if needed) internal coordination calls to share updates, discuss status and seek feedback from country, regional and HQ staff. This will entail setting up calendar invitations, developing power point presentation and preparing relevant materials and meeting notes. Participate in inter-agency meetings and undertake follow-up as needed.

Expected deliverable 2: Organization of/participation in monthly internal and interagency preparatory meetings.

Delivery schedule: 15 June, 15 July, 15 August, 15 Sept 2024 (10 days)

Assignment 3: Create a dedicated share point site to facilitate information and knowledge exchange for APMCDRR preparations

  • Establish and maintain a dedicated share point site with relevant information, documents and resources to serve as a one-stop shop for all information in connection to UNICEF’s engagement at the conference. This will require close collaboration with RO KM lead and CO DRR focal points.
  • Develop a dedicated resource page with advocacy, communication and knowledge materials for use at APMCDRR and beyond.

Expected deliverable 3: Creation of information and knowledge management platform

Delivery schedule: 15 July 2024 (10 days)

Assignment 4: Support preparation of briefing, advocacy and other information products for UNICEF-led sessions at APMCDRR

  • Produce key information and advocacy briefs in close liaison with the relevant country, regional and HQ leads as well as external partners.
  • In close collaboration with RO Communication team, develop advocacy and communication assets, including social media kit, posters, tweets, press release, RD’s statement, etc.

Expected deliverable 4: Production of briefing and advocacy notes for UNICEF-led sessions

Delivery schedule: 31 August 2024 (15 days)

Assignment 5: Provide administrative and logistical support to UNICEF’s staff and UNICEF-sponsored participants in close liaison with UNICEF Philippines

  • Provide technical guidance and support in shaping session agenda, secure speakers/ panelists/facilitators, liaise with partners, organize logistics (livestream, translation, facilitation), etc.
  • Provide on-site support to UNICEF’s engagement at APMCDRR. Liaise with organizers and follow up on logistics, including venue, IT equipment, translation, etc.

Expected deliverable 5: Admin/ logistical support to UNICEF’s participation at APMCDRR

Delivery schedule: 30 September 2024 (5 days)

Assignment 6: Prepare a summary report on UNICEF’s engagement at APMCDRR, including capturing key achievements, lessons learned and recommendations for future considerations.

  • Produce a final report, capturing key highlights from APMCDRR, lessons learned and recommendations for future considerations.

Delivery schedule: 31 October 2024 (5 days)        


Duration of Contract:  50 working days during the period from 1 June to 31 October 2024 for all assignments.

 
Duty Travel:  Travel to Manila for APMCDRR. Tentative dates: 12-19 October 2024

 
To qualify as an advocate for every child you will have…


- University degree in a related field.

- A minimum of 5 years of solid responsible professional experience in disaster risk management, climate action and youth engagement, preferably at international level in the Asia region.

- Solid knowledge of international and regional frameworks relative to disaster risk reduction and climate change adaptation.

- Solid experience in planning, organizing and coordinating regional/international events, preferably in the area of disaster risk management, climate action and youth engagement.

- Proven experience in working with multilateral partners, including Governments, UN Agencies, civil society, youth organizations, etc.

- Experience in knowledge management processes, including documentation of good practices, case studies and lessons learnt.

- Ability to produce presentations and visual products using MS office applications. Experience with MS Share Point.

- Fluency in English (verbal and written).

- Ability to work independently and to tight deadlines.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
