OBJECTIVES OF THE PROGRAMME

WHO Maldives Country Office collaborates with the Government of Maldives, mainly through the Ministry of Health and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS). The objective of the General Management area of the WHO Country Office for Maldives is to ensure implementation of CCS and the biennial workplans. The General Management area of work has a key strategic role in overseeing, planning and implementation of CCS priorities that span across diverse technical areas and workplans. Work involves cross-cutting technical inputs from country office (CO) staff working on all priority areas such as, health systems and Universal Health Coverage, communicable diseases, noncommunicable diseases and risk factors, maternal, new-born, child and adolescent health and WHO emergency programme. The specific objective of strategic planning is to explore options and contribute to integrating all health problems and issues within the context of health system to achieve national health targets, universal health coverage and sustainable development goal. DESCRIPTION OF DUTIES

Under the overall guidance of WHO Representative to Maldives (WR) and direct supervision of Medical Officer (Public Health), the incumbent will perform the following duties:

• Work under the guidance of, and in coordination with, the Partnerships and External Relations and Communications officers.

• Support the development and implementation of communication strategies and plans to enhance the visibility of WHO's programme successes and advocacy to strategic partners

• Support the design and implementation of promotional activities and campaigns to position WHO as a leader within the public-health space.

• Contribute to the office's partnerships' data and intelligence information system.

• In close collaboration with technical staff, support the creation, packaging, and dissemination of targeted materials to strategic partners on programme initiatives and issues as well as success stories which bring visibility to the impact of their funding.

• Support the development and updating of partner linkages for the WHO country office website, as well as effective social-media engagements.

• Contribute to the regular monitoring and tracking of partnerships' perceptions of the organization, proposing risk-mitigation communications and new strategies.

• Propose options to technical staff on appropriate communications' approaches in partnerships' briefings.

• Contribute to or conduct and coordinate partner-sensitive communication training for WHO country office staff and personnel.

REQUIRED QUALIFICATIONS

Education

Essential: A university degree (bachelor's) in a relevant field (such as communication, journalism, marketing, health communications, political science, or international relations).


Desirable: Formal qualification in public health. Courses in communication techniques and/or graphic design, visual language in the use of social media.

Experience

Essential: A minimum of two years of work experience relevant to the position (implementing communications services and products, including for a public organization; social media and graphic design).


Desirable: Some of the above-listed experience to have been obtained in an international context.

Skills

External relations, resource mobilization and partnership-building and good understanding of funding modalities, such as government financing, trust funds, and other funding mechanisms involving national governments. WHO/United Nations agency programmes and activities in the country. Public affairs and/or organizational visibility strategies. National political and cultural norms. Strong interpersonal skills, including ability to facilitate collaboration with a broad range of external partners. Proven skills in drafting and finalizing grant/project proposals and donor reports. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2028 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
