Functional Responsibilities

  1. Needs Assessments and Evaluation

    1. Conduct technical assessments and stakeholder consultations to identify health system service gaps and needs within health systems, including but not limited to provisions of medical equipment systems and supplies, department and section planning, facilities classifications, operational processes, and reporting.

    2. Conduct assessments and evaluations to determine medical equipment requirements, needs and others considering factors like technology advancements, regulatory compliance, and clinical demands

    3. Evaluate the medical assets/system's operational performances and produce reports (efficiency, reliability and safety)) and follow up on any warranty maintenance and servicing as required.

  2. Planning for Medical Requirements 

  1. Space Planning:

    1. Designing the layout of the facility to optimize workflow, patient care, and staff efficiency.

    2. Allocating space for patient rooms, treatment areas, administrative offices, waiting areas, and support services.

  2. Equipment Planning:

    1. Identifying and specifying medical equipment and furniture necessary for the facility.

    2. Ensuring proper placement of equipment to facilitate efficient workflow and compliance with safety regulations.

  3. Regulatory Compliance:

    1. Ensuring that the facility design adheres to relevant healthcare regulations, building codes, and accreditation standards.

    2. Obtaining necessary permits and approvals from regulatory authorities.

  4. Accessibility and Inclusivity:

    1. Ensuring that the facility is accessible to all patients, including those with disabilities, by incorporating features such as ramps, handrails, and accessible restrooms.

    2. Incorporating principles of universal design to accommodate diverse patient needs.

  5. Infection Control and Safety:

    1. Implementing measures to prevent healthcare-associated infections and ensure a safe environment for patients, staff, and visitors.

    2. Designing spaces with features such as hand hygiene stations, isolation rooms, and appropriate ventilation systems.

  6. Workflow Analysis:

    1. Analyzing patient and staff workflows to identify opportunities for efficiency improvements.

    2. Designing layouts and processes that minimize unnecessary steps and maximize productivity.

  7. Technology Integration:

    1. Integrating technology systems such as electronic health records (EHR), telemedicine, and digital imaging into the facility design.

    2. Planning for the installation of IT infrastructure, including networking, data storage, and connectivity.

  1. Design and Technical Support

    1. Design of Medical Gasses Systems

      1. Design and pipe sizing of medical gasses systems including bed-head units.

      2. Design medical plant rooms.

      3. Provide full drawings including details

      4. Prepare the bill of quantities

      5. Provide the technical specifications

      6. Prepare the design reports and calculations

    2. Medical Equipment Specification and Cost Estimates

      1. Definition and review of medical equipment technical specifications, ensuring alignment with regulatory standards, clinical requirements and facility constraints.

      2. Definition and development of equipment lists and layouts, considering factors like workflow optimization, space utilization, and control measures.

      3. Collaborate closely with design teams to review and plan for the integration of medical equipment in health facilities

      4. Preparation of cost estimates for medical equipment (including devices, systems, tools, supplies, furniture, etc.), considering scheduling, procurement costs, installation expenses, and ongoing maintenance and operation requirements.


  1. Implementation Support

    1. Project implementation coordination (site visits and surveys) with government entities, ministries of health and other project stakeholders to ensure alignment with project objectives and timelines.

    2. Participate in scheduled site visits for inspection purposes during implementation phases to ensure adherence to specifications, quality standards, and regulatory requirements.

    3. Conduct market surveys and research to identify medical equipment and health facility installation vendors and suppliers 

    4. Participation in technical evaluation assignments for medical equipment and health facility installations to assess the feasibility, compatibility and compliance with project requirements.

    5. Verification of supplied medical equipment for compliance with specifications before installations and addressing any discrepancies or issues identified.

    6. Review shop drawings provided by the contractors and suppliers for compliance with design specifications and regulatory standards

    7. Supervise equipment installation, testing, commissioning and handing over of goods and works to the beneficiary to ensure proper functioning and integration within the health facility infrastructure.

    8. Support the development of standard operating procedures (SOPs) and operation manuals for medical equipment and health facility installations to guide the end-users effectively

    9. Support in organizing and conducting the training of end-users on record keeping and basic operations and maintenance activities of medical equipment and health facility installations

    10. Check and certify supplier payment claims for medical equipment supplied ensuring accuracy and compliance with the contractual agreements

  2. Other Responsibilities

    1. Sustainability and Environmental Considerations:

      1. Incorporating sustainable design principles to minimize environmental impact and reduce operating costs.

      2. Specifying energy-efficient lighting, HVAC systems, and materials with low environmental footprint.

    2. Stakeholder Engagement:

      1. Collaborating with healthcare providers, administrators, architects, engineers, and other stakeholders throughout the planning and design process.

      2. Incorporating feedback and addressing concerns to ensure that the final design meets the needs of all stakeholders.

    3. Documentation and Reporting:

      1. Documenting the planning process, including design decisions, rationale, and recommendations.

      2. Providing regular progress reports to the client and other stakeholders.


  1. Monitoring and Progress Controls


  1. Active participation in weekly Design progress meetings.

  2. Maintaining, accurate, quality and completion documentation as identified in responsibilities above

Education/Experience/Language requirements

  • Education 

  1. Bachelor’s degree in engineering preferably medical related or similar from a recognized University will be considered an asset and may reduce some of the required years of experience.

  2. Professional training in medical installations is an asset.

  • Work Experience 
  1. At least 4 years of experience (or less depending on academic credentials) in medical systems design and construction for medium to large scale health care facilities.

  2. Good knowledge in industrial medical equipment and machinery such as Medical Gases, purified water treatment systems, autoclaves, neonatal incubators, ICU equipment, laboratory equipment, etc is desired.

  3. At least 2 years’ experience in computer drafting software, particularly “AutoCAD” is required. 

  4. Work Experience with an international Organization and/or UN Agencies is an asset.

  • Languages:
  1. Full proficiency in Arabic and English is a necessity.
