The service will help UN-Habitat Programme in support the management of the Joint Programme (JP) for its two phases (I & II), preparation of required DOCs and activities regarding the Urban Recovery Planning and reporting the AHCT, ABRS meetings.

Duties and Responsibilities
Background: The United Nations Human Settlements Programme (UN-Habitat) is the United Nations programme working towards a better urban future. Its mission is to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. In October 2016, at the UN Conference on Housing and Sustainable Urban Development – Habitat III – member states signed the New Urban Agenda. This is an action-oriented document which sets global standards of achievement in sustainable urban development, rethinking the way we build, manage, and live in cities. Through drawing together cooperation with committed partners, relevant stakeholders, and urban actors, including at all levels of government as well as the private sector, UN-Habitat is applying its technical expertise, normative work and capacity development to implement the New Urban Agenda and Sustainable Development Goal 11 – to make cities inclusive, safe, resilient and sustainable. Mandated by the UN General Assembly in 1978 to address the issues of urban growth, UN-Habitat is a knowledge institution on urban development processes and understands the aspirations of cities and their residents. For forty years, UN-Habitat has been working in human settlements throughout the world, focusing on building a brighter future for villages, towns, and cities of all sizes. Because of these four decades of extensive experience, from the highest levels of policy to a range of specific technical issues, UN-Habitat has gained unique and universally acknowledged expertise in all things urban. This has placed UN-Habitat in the best position to develop achievable solutions to the current challenges faced by our cities. UN-Habitat is capitalizing on its experience and position to work with partners to formulate urban visions of tomorrow. It strives to ensure that cities become affordable living spaces of inclusive economic growth and social development for all citizens. Since 2015, UN-Habitat Syria Programme has worked closely with Syrian cities and communities to develop an urban resilience and recovery approach. UN-Habitat supports local authorities and communities (1) to collect better urban data to reach a common understanding on urban recovery needs; (2) to jointly identify neighborhood and municipal area response priorities – from humanitarian, to resilience, to recovery; and (3) to design and implement housing, infrastructure and basic services, urban environment, and urban cultural heritage projects that directly respond to these local priorities. UN-Habitat Syria currently has offices in Damascus, Homs, Aleppo and in Deir Azzor. The UN-Habitat Syria program operationalizes projects across Syria. Reporting Line: The consultant will work under the overall supervision of UN-Habitat Head of Country Programme and in collaboration with the PMU of the Joint Programme and the Urban advisory Unit. Duties and Responsibilities: The Consultant will be responsible providing their expertise to the Urban Advisory Unit of UN-Habitat Syria (UAU) in: 1). Management support for the UN Joint Programme to Strengthen Urban and Rural Resilience and the Conditions for Recovery in Syria “Phases I and II (Sustainability plan) UN Joint Programme 2.0 and coordinating various domains and tasks with Programme Management Unit of JP and other UN agencies. 2). Contributing to coordination in the southern region and recovery planning work. UN Joint Progrramme (UNJP) phase I - Coordinate with the PMU and other UN agencies to develop the project narrative final report with all related documents. - Follow up the last remained payment for the implemented projects and prepare the required documents. - Follow up with the operating unit for the delivery of the final financial report of the JP (part related to UN-Habitat). UN Joint Programme (UNJP) phase II sustainability plan - Coordinate with the Project Management Unit (PMU) of JP and other UN agencies to review the project documents and follow up the implementation of the planned activities in Deir ez Zor for (UNJP sustainability plan Phase II) - Advice for coordination and collaboration with UN agencies to ensure integration in the planning and implementation of activities. - Contribute to the JP technical working group meetings, all other the relevant meetings with donors. - Engage and coordinate with stakeholders, including governorates, municipalities, and neighborhood committees, to address project challenges and find solutions. - Monitor the implementation of projects in the target city based on the project management structure. - Conduct routine monitoring and follow-up on project progress, identifying any deviations from the project timeline. - Prepare a narrative up to date activity process report for the projects being implemented in Deir ez-Zor report for the project. - UN Joint Programme (UNJP) 2.0 Work with UAU for UN-Habitat contribution in the formulation of the second phase of the JP “UNJP phase 2.0, including location selection, narrative preparation, and other required documents. - Coordinate with the PMU and other UN agencies to develop the project document (neighborhoods action plans for the selected locations, project proposal, project workplan) and other relevant documents for the approval of the donor and steering committee. - Participate in relevant activities regarding the development of the JP recovery plan for the selected location including workshops, focus groups and missions. - Coordinate with Aleppo colleagues (UN-habitat, and JP agencies) to develop a methodology for continues coordination through the whole process of the Programme implementation. - Coordination with AHCT in the southern region: - Work with UAU in coordinating with the Area Humanitarian Country Team (AHCT) for the five southern governorates including the Area Based Return Support (ABRS) working group related work in the southern area and southern area sub- sectors Formulation of urban recovery plan: Recovery Plans: Under the guidance of UAU, contribute to formulating the local recovery plans in collaboration with the local community and relevant partners. Draft assigned part of the urban recovery plans.
Qualifications/special skills
A first-level university degree (BA) in civil engineering is required. Minimum of 4 years of professional experience in project management and urban planning is required. Work experience with Joint Programs is required. Moderating and facilitating workshops and focus groups discussion is desired. Field engineering experience with good reporting skills is required.
Languages
Fluency in both oral and written English and Arabic is required
