Organizational Setting


The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO Country Offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The FAO Representation in Cambodia is based in Phnom Penh, and there are several Offices based in provinces throughout the country.


Reporting Lines

Under the overall supervision of the FAO Representative and direct supervision of Assistant FAO Representative (Programme) in Cambodia, in collaboration with relevant FAO colleagues, the government counterparts and other stakeholders, the incumbent will carry out the following tasks within the thematic areas of agriculture value chain and food systems governance.


Technical Focus

Provision of strategic and technical advice, coordination and operational supports for programmatic development and programme delivery; preparation of analytical works and knowledge products; technical supports to the government in the development of policies, strategies, action plans, and investment frameworks.


Tasks and responsibilities

• Advise and provide technical supports in the development of new projects including preparation of concept notes and funding proposals (Technical Cooperation Programme- TCP, Green Climate Fund- GCF Global Environmental Facility- GEF, and other bilateral and multilateral donors)\: o Provide technical oversight for the development and finalization of GCF GEF8 LDCF and South-South and Triangular Cooperation (SSTC);
o Initiate the development of project idea and draft the project concept notes;
o Advise technical inputs to the funding proposals, ensuring coherent and technical design of the projects in line with the donors’ requirement
o Support the formulation team to facilitate key discussions and consultations with stakeholders and partners at the national and subnational levels to solicit inputs, validate projects design and establish the necessary implementation and collaboration arrangements;
o Provide technical contributions to addressing comments on the proposals (FAO’s internal comments and the donors/advisory panels’ comments);

• Prepare analytical works and knowledge products on agriculture, livestock, emergency and resilience, climate change, and food system\:

o Collate data from different sources, analyse and write analytical briefs on emerging issues particularly in the areas of agriculture, livestock, disaster risk management, climate change, and food safety;
o Prepare technical briefs and documents, knowledge products based on best practices and comprehensive reports from FAO projects, ensuring timely dissemination of information to key stakeholders and donors;
o Monitor changes in national priorities and policies affecting the agricultural sector and prepare briefs/situation analysis in the areas of own’s expertise that possibly lead to programme and project actions and development for the Representation.

• Provide technical oversight and supports for the implementation and monitoring of the projects and FAO flagship initiatives\:
o Scaling-up Anticipatory Action to protect agricultural livelihoods and food security;
o Hand in Hand Initiative; One Country and One Product Initiative; Digital Village.
o Other global, regional, and national projects under thematic areas.

• Support to liaise with national and sub-national government authorities and international institutions/ organizations on all matters related to FAO’s mandate through regular participation in the relevant meetings, workshops, Technical Working Groups (TWGs);
• Support strategic planning process of above-mentioned thematic areas of responsibility to promote linkages with the various FAO units and programme and project managers to identify opportunities for FAO’s programme expansion and resource mobilization;
• Coordinate with relevant in-house FAO project/programme managers and relevant colleagues for their suggestions and inputs for PIRES and other FAO’s corporate systems of country data on food, crops, livestock, climate change, disaster, food safety are updated on timely basis as required;
• Contribute to the annual report of the FAO Representation and other narrative reports, regularly required by the FAO Regional Office for Asia and the Pacific and Headquarters;
• Contribute to the communication related materials in order to raise awareness of the Organization’s mandate, programmes and activities through e.g. website, press releases and distribution of publications);
• Support to promote the implementation of FAO’s regulatory standards and guidelines (Codex Alimentarius, Code of Conduct for Responsible Fisheries, Safe Use of Pesticides etc.);
• Perform other tasks as required.

Liaison with the OCC will be maintained, either directly or through an agreed focal point/coordinator, to ensure compliance with OCC standards, appropriate review and clearance processes.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in agriculture, development economics, natural resource management, or other relevant fields
• At least seven years of relevant experience in the fields of project/programme development, management, and delivery. policy and advisory supports; preparation of analytics works and knowledge products.
• Working knowledge of English and Khmer.
• National of Cambodia.
