Overview

Jhpiego seeks a Local/DHMT Capacity Strengthening and Partnerships Advisor to provide technical leadership and project oversight in the area of organizational capacity building (financial, management, and sustainability) for an upcoming U.S. government funded integrated technical assistance and service delivery project in Sierra Leone. This project aims to increase the Government of Sierra Leone and Ministry of Health’s ability to plan and manage their health system and population’s health with the ultimate goal of improving health outcomes of Sierra Leonean women, youth, and children.

The five objectives of the activity are:

  1. Access to and quality of primary health care services (defined as family planning; reproductive health; maternal, newborn, and child health; and malaria) improved;
  2. Health behaviors adopted and sustained by individuals, households, and communities;
  3. District health management, leadership, and governance improved;
  4. Functional and technical capacity improved for local organizations in the health sector; and
  5. National accountability for primary health services increased.

The project will operate over a 5-year period. The position will work closely with the Chief of Party and senior management team, and will oversee and ensure the technical and methodological soundness of all organizational capacity strengthening activities.

This position is contingent upon award from USAID. Sierra Leone nationals are strongly encouraged to apply.

Responsibilities

  • Provide leadership and strategic design and direction to ensure programmatic integrity and technical guidance of the project, related to locally-led and owned capacity strengthening approaches
  • Establish and implement a system to ensure technical quality of local organizational capacity strengthening activities
  • Coordinate closely with the Project’s Technical team to ensure capacity strengthening is in line with program objectives and goals
  • Develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed to strengthen capacity of local organizations and to meet the needs of USAID
  • Administer and oversee local organizational partner assessments and capacity development action plans that are tailored to project and partner needs.
  • Actively participate in relevant technical advisory/working groups and professional forums representing Jhpiego
  • Work closely with the Chief of Party on setting organizational capacity strengthening project priorities and directions, and responding to requests for support 
  • Work with M&E staff to design, implement a plan to track data/results related to organizational capacity building to inform adjustments in project implementation
  • Collaborate with all stakeholders and implementing partners, especially the Ministry of Health and other US and international implementing partners, to ensure that all activities conform to the requirements and regulations
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Document and maintain an inventory of successful tools and approaches for organizational capacity strengthening
  • Maintain excellent relationships with USAID and in-country stakeholders and develop rapid responses 

Required Qualifications

  • A Master of Public Health; Organizational Capacity Building, Management, Business Administration or related field
  • At least 9 to 10 years’ experience implementing and/or providing technical assistance in organizational capacity building 
  • At least 7 years’ experience in implementing and/or providing technical assistance of $15 million per year in donor-funded projects and in the design and implementation of overseas health projects; 
  • Demonstrated experience providing capacity building assistance at individual and organizational levels
  • Demonstrated work experience in Sierra Leone, with intimate understanding of local health system gaps and opportunities, and solid relationships at government agencies and with stakeholders
  • Significant networking and partnership strengthening skills, including ability to access leaders in health and development fields
  • Expertise in strengthening capacity in local organizations and local staff members
  • Demonstrated experience with a mix of practical technical skills in financial management, organizational management, governance and necessary for strengthening local partner capacity  
  • Familiarity with USAID’s administrative, management and reporting procedures and systems, including NUPAS
  • Proven track record managing a project team composed of several experts and fostering team work
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Excellent verbal, written interpersonal and presentation skills in English 
  • Excellent report-writing, work planning and budgeting skills, preferably in English
  • Expertise in research to practice—identifying best practices and adapting them to project realities
  • Proficiency in Microsoft Office
  • Ability to travel to project sites
