Purpose

WatHab Engineer plans, designs, implements, and monitors engineering projects within the scope of the ICRC's Water and Habitat assistance objectives for People with Health-related Needs and other civil engineering-related interventions, with supervision and coaching from their hierarchical superior. S/he coordinates with the stakeholders on the programme and plans and facilitates activities with the respective teams for project implementations. In addition, S/he conducts support missions to the WatHab teams in the different ICRC offices in Afghanistan, monitors on-site works, carries out needs assessments and surveys, and plans new projects. S/he maintains a close working relationship with internal and external stakeholders related to their programmes/projects.

Accountabilities & Functional responsibilities

  • Draws up documents (drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary.
  • Supervises small numbers of contractors working on project sites and conducts quality control of infrastructure installed by the ICRC.
  • Creates project files in electronic databases (such as the WatHab Project Assistant application) and keeps them up to date.
  • Prepares implementation/progress reports.
  • Provides regular information to colleagues on security, stakeholder issues and site progress.
  • Manages project purchasing on labour and materials according to the delegation's financial rules.
  • Administers hand-over of ICRC-provided infrastructure to end-users.
  • Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC.
  • Uses results-based management to evaluate project implementation.
  • Helps identify needs through assessments and surveys.

  • Is responsible for on-site follow-up and basic design of complex engineering projects, with supervision and guidance from WatHab Technician 3, WatHab Engineer 2 or 3, or the (Deputy) WatHab Coordinator.
  • Works within the geographical remit of a sub-delegation or office.
  • Manages technical support staff.

Relationships

  • Internally, daily contact with delegation employees for the design and administration of WatHab projects.
  • Externally, minimum weekly phone or in-person contact and negotiation with project stakeholders (e.g. community leaders and local authorities), contractors and suppliers, as a representative of the ICRC.

Certifications / Education required

  • University degree in civil and/or structural engineering.
  • Excellent command (spoken and written) of local language(s).
  • Excellent command (spoken and written) of English.
  • Proficient in the use of Microsoft Office Outlook, Word, Excel and PowerPoint.
  • Proficient in the use of CAD software and structural design software.
  • Knowledge of project management and/or E&M is an asset.
  • Additional university certificates are an asset.

Professional Experience required

  • 3-5 years' professional experience in a related field of activity.
  • Good knowledge of water and sanitation or construction engineering.
  • Experience managing 1–3 technical support staff.
