The OECD has earned a leading role in financial and enterprise issues. In line with the Strategic Orientations of the Secretary-General, the core mission of the OECD’s Directorate for Financial and Enterprise Affairs (DAF) is to assist markets to fund inclusive economic growth, and in turn Better Lives, through setting and implementing standards, providing capacity building and technical assistance, acting as a forum for co-operation and collaboration across the OECD Directorates, external stakeholders and International Organisations. DAF’s mission is pursued through five substantive divisions whose teams provide member and partner countries with policy guidance, analysis and support in the areas of competition, anti-corruption, capital markets and financial institutions, international investment and responsible business conduct. 

The Investment Division (INV) is responsible for advising OECD Member and partner governments on international investment law and policy, investment treaties, sustainable investment, and foreign direct investment statistics.

DAF/INV is looking for Junior Legal Analysts who will contribute to the Division’s ambitious agendas on investment policies related to national security and on investment treaties. The selected candidates will join a team of analysts to advance the OECD’s cutting-edge research and analysis in these areas and contribute to the organisation and preparation of related events and publications. S/he will work under the supervision of the Head of Investment Division and the Head of the International Investment Governance Unit.

Job Description

Main Responsibilities

Research and Analysis

  • Research legislation and data on investment policies related to national security and their implementation or on investment treaties.
  • Analyse complex legal and institutional arrangements and their interaction with economic parameters.
  • Collect and process data related to the policy areas and prepare compelling presentations of these data.
  • Draft reports and summaries of research in different formats and for different audiences.

    Liaison and representation

    • Arrange and prepare meetings of the Investment Committee as well as conferences and similar meetings.
    • Prepare and conduct interviews on investment policies related to national security with experts in national administrations.
    • Present OECD products to delegations, stakeholders and experts at OECD-hosted and external events.

    Collaboration

    • Coordinate with colleagues within and beyond the Division on matters related to the topic areas.
    • Manage junior team members, including young graduates.

    Qualifications

    Ideal Candidate Profile

    Academic Background

    • Advanced academic education in law or related area.
    • Knowledge of international investment law is essential.

    Professional Background

    • A minimum four years of relevant professional experience.

    Languages

    • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
    • Knowledge of other languages, especially Spanish and Arabic, would be a strong asset.

    Core Competencies

    Contract Duration

    • 1-year fixed term appointment, with the possibility of renewal.

    Salary Information

    • Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
