Job Description

The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces. Protection and Empowerment Program composed of Protection Sector, Women

Protection and Empowerment Sector, Livelihood Sector, Emergency Response and DRR sectors. Implementation of Protection and Empowerment program work with refugee in 7 refugee camps and other group of displace populations along Thailand and Myanmar border and marginalized population in Thailand to achieve Safety, Power and Economic Wellbeing outcome of the IRC Strategy Action Plan.

 

Job Overview/Summary:

The Protection and Empowerment Coordinator base in IRC’s Mae Sot Office under supervision of Senior Protection and Empowerment Coordinator. The Protection and Empowerment Coordinator will be responsible for overseeing program implementation of the Protection and Empowerment Program and supervising Senior Managers/ Deputy Coordinators who in charge of program management and program technical. The Protection and Empowerment Coordinator will take lead in oversight implementation of project related to protection and access to justice, women protection and empowerment, livelihood, emergency protection, and disaster reduction. The Protection and Empowerment Coordinator will ensures project implement align with technical requirements, provide strategic contribution to IRC’s country office. The Protection and Empowerment Coordinator will represent IRC’s Protection and Empowerment Program with internal and external coordination and leading in integrating and mainstreaming protection centrality, gender equality diversity and inclusion across services of the IRC Thailand.

 

Major Responsibilities:

Program Strategy

  • Working closely with Senior Protection and Empowerment Coordinator in designing and overseeing assessment or research related to The Protection and Empowerment Program. Coordinate within IRC, partner organizations and relevant stakeholders in generating data and evidence- based document for program design , development of proposals and advocacy for IRC project along Thai Myanmar Border, in the deep south and other related program areas implemented by IRC Thailand
  • Work closely with Senior Protection and Empowerment Coordinator for implementing activities contribute to the IRC Thailand Strategic Action Plan.

Program Management and Development

  • Direct line management of Protection and Empowerment program leads across IRC Thailand program implementations; mentor the direct-reports, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and provide documented annual and mid-year performance reviews.
  • Lead program and technical monitoring of Protection and Empowerment Sector to ensure project activities are implemented as plan, provide direction to achievement project’s outcome, budget management in line with IRC and donor’s compliance.
  • Work closely with Protection and Empowerment Program Quality team (M&E Manager and Information Management Manager) in development of donor report and other Protection and Legal program documents.
  • Work closely with Senior Protection and Empowerment Coordinator in business development and proposal development related to Protection and Empowerment Program.
  • Oversee partners relationship and establish strategic partnership for Protection and Empowerment Program.
  • Lead and actively participate in IRC’s new initiative e.g. Integra for successful implementation of programs teams under his/her management.

Technical Oversight and Support

  • Technical support to Protection and Empowerment program leads to enhance skill and knowledge for implementing project’s activities and on track with protection sector movement at national level and global level.
  • Engage with IRC’s Technical Advisor on Protection and Rule of Law, Women Protection and Empowerment, Child Protection, Economic Recovery and Development to provide meaningful technical support and guidance into program design, implementation, and research as well as proposal development and strategy discussion.
  • Ensure supportive environment among team members and across Protection and Empowerment Program. Encourage a culture of technical discourse among team members to enhance expertise in protection area.
  • Ensure regular collaboration and communication with other programs for smooth and beneficial integration of services.
  • Proactively identify and develop mitigation strategies to control risks that may impact program delivery and quality of compliance.

Coordination, Representation and Advocacy

  • Served as representative of Protection and Empowerment Program to government agencies at national and local level, including private agencies aim to develop and maintain meaningful relationships by working closely with Senior Protection and Empowerment Coordinator and strategic guidance of Country Director and Deputy Director of Programs.
  • In coordination with Senior Protection and Empowerment Coordinator to develop advocacy strategy of Protection and Empowerment program

Key Working Relationships:

Position Reports: Senior Protection and Empowerment Coordinator

Position directly supervises: Deputy Coordinator for Protection Mainstreaming, Deputy Coordinator for Community & Government Liaison, Senior Emergency Protection Manager and Senior Protection Managers, Senior WPE Managers and Senior Livelihood Manager.

Indirect Reporting: NA

Other Internal and/or external contacts

Internal: Country Director, Deputy Director for Programs, Deputy Director for Operation, Senior Awards Management Coordinator, Partnership Coordinator, M&E Coordinator and technical leads of health.

External: UNHCR, local and national government authorities e.g., camp commander, Camp Committee, Justice Committee, Camp Security, NGOs and CBOs

 

Job Requirements:

  • Bachelor’s degree in relevant field and minimum five years’ experience in program management,
  • Demonstrate strong experience in at least 2 thematic areas of protection, economic development and recovery, humanitarian assistance, and disaster risk reduction.
  • Demonstrate critical and analytical knowledge in gender equality, diversity and inclusion.
  • Demonstrated knowledge in humanitarian principle, humanitarian law, legal , and social welfare farmwork related protection.
  • Demonstrated critical and analytical knowledge on context of refugee, displacement, migration and humanitarian situation.
  • Proven experience in developing tools for different fields of protection and empowerment response such as but not limited to case management, rule of law and governance, protection information management, protection monitoring, conflict sensitivity, political and economic analysis and market analysis.
  • Demonstrated experience in critical thinking, analytical, negotiation and public presentation.
  • Proven experience in networking and coordinating with the Thai authorities, community base organization and UN agency.
  • Proactive communicator, ready to interact directly with technical coordinators and field teams to clarify any technical aspects of program implementation.
  • Ability to prioritize tasks and work under pressure and ability to be flexible and work in a fast-paced environment under competing deadlines.       
  • Willingness to travel frequently to the field and meet with partners.
  • Understanding of working in a multicultural environment.
  • Excellent oral and written communication skill in Thai and English.
  • Computer proficient, with experience using Microsoft Office, PowerBi, Canvas including online communication platforms such as Zoom or Microsoft team.

Working Environment: This position is based in the IRC office in Mae Sot, with extensive travel to other filed sites.
