Mission and objectives

The United Nations Development Programme (UNDP) works in 170 countries and territories to eradicate poverty while protecting the planet. We help countries develop strong policies, skills, partnerships and institutions so they can sustain their progress. In Angola, the Country Office (CO) is currently implementing its Country Programme (CPD) for the period of 2020 – 2022, which is based on the premise of ‘leaving no one behind’ and ‘reaching those furthest behind first’. The programme includes integrated solutions to complex, interconnected development challenges. These challenges are currently being addressed through three complementary priorities: 1. fostering poverty eradication and inclusive economic growth; 2. increasing resilience to shocks and crises and enhancing management of natural re-sources for conservation and economic development; and 3. strengthening inclusive democracy, human rights, justice and rule of law. In partnership with the Government of Angola, the CO under programme priority 2 (increasing resilience to shocks and crises and enhancing management of natural resources for conservation and economic development) has been mobilizing efforts and resources to address development challenges in the areas of biodiversity and ecosystems, renewable energy, environmental policy and planning, natural resources management and governance, climate change, disaster risk reduction, resilience building, recovery and livelihoods. UNDP operates through offices in Luanda (for national level interventions), with site representations in Benguela, Cuanza Sul and Huíla.

Context

Under the guidance and supervision of the UNDP Monitoring and Evaluation Specialist, the UNV M&E Specialist will work to support the establishment of sound monitoring and evaluation (M&E) structures to ensure alignment with Global Fund methodology and that programs successfully reach their targets. Monitoring and evaluation (M&E) are a key component of programming. Through M&E, the programme results at all levels (impact, outcome, output, process, and input) can be measured to provide the basis for accountability and informed decision-making at both programme and policy level. The UNV M&E Specialist will be monitoring the routine tracking of the key elements of programme/project performance, usually inputs (e.g. activities, staff, curricula, materials) and outputs (e.g. intervention sessions completed, people reached, materials distributed, antiretrovirals (ARVs) distributed etc.) through proper record-keeping, regular reporting and surveillance systems, as well as service delivery point observation and client surveys.

Task description

Under the direct supervision of the UNDP Monitoring and Evaluation Specialist, the UNV Specialist will undertake the following tasks: • Support in with the standardization of tools for monitoring and evaluation of Sub-recipients (SRs); • Support office in reporting to the Global Fund by assisting with the finalization of PU/DRs; • Support with the development of programme M&E plans; • Support in the review of UNDP Sub-recipient audit results; • Compiling and reviewing SR capacity assessments; • Compile data from the monitoring visits and follow-up plans Ensure that data from all monitoring visits are compiled on time, i.e. up to two weeks after the visits; • Coordinate the M&E work of the r provincial focal posts, maintaining regular communication with them support the execution of M&E provincial tasks; • Support the preparation of studies defined in the GF plan, in particular, define places where studies will be conducted Providing other support as needed. Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
