Over 80 years ago, Albert Einstein helped create the International Rescue Committee (IRC). Today, we are a leading humanitarian and development organization working in more than 40 countries and 26 U.S. cities to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. The IRC has been present in Liberia since 1996 serving as a lead partner in the health sector. The country program supports the Ministry of Health (MOH) in strengthening the health care systems and service delivery at all levels in accordance with the MOH national standards. 

In recent years, IRC Liberia has deepened its commitment to supporting both local civil society organizations and community groups in their recovery efforts - first from the devastating civil war and now from the Ebola and Covid 19 crisis.  The USAID Community Health Activity presents an opportunity to bring these two critical elements together by strengthening civil society engagement in the delivery of health services and the rebuilding of health systems in Liberia.

Scope of Work

The IRC has entered into a four-year cooperative agreement with USAID to implement the Community Health Activity in Liberia.  This project will strengthen the Liberian community health system to provide health care services in hard-to-reach areas while supporting sustainable country ownership of community-based health services, through technical assistance and capacity building of Ministry of Health (MOH)/County Health Teams (CHTs). This project will increase the coverage of service providers in underserved districts and improve their capacity to deliver quality health services while strengthening CHTs and communities’ capacity to plan, manage and monitor health services.  In addition, the project will work directly with local civil society organizations (CSOs) at the county and community level, providing them with funding opportunities and strengthening their technical and operational capacity to play a key role in service delivery.

IRC is seeking a Liberian National to serve in the role of  Monitoring and Evaluation Assistant and to be based in River Gee County of operation to support the Community Health Assistants activities. The M&E Assistant will travel to health facilities and CHA communities to support the Quality Assurance Senior Monitoring and Evaluation Officer carry out M&E-related functions such as; Monitoring and Performance quality checks to improve CBIS data quality, support program during supervision to carry out community engagement activities under the direct supervision of Q/A and Sr. M&E Officer and Community Health Coordinator in River Gee County.

Main Responsibilities

The M&E Assistant with the support of Q/A and Sr. M&E Officer will provide guidance for the CHSSs and CHAs in River Gee County to ensure the validity of data being collected and reported with specific emphasis on consistency, accuracy, reliability, and timeliness. Major roles and responsibilities of the M&E Assistant include but are not limited to:

  • Orderly file iCCM data collected by the CHAs and CHSSs and arrange any other program data.
  • Work closely with Q/A, Sr. M&E Officer, and County Coordinator to develop the plans and procedures for data collection and verification in River Gee County.
  • Ensure that iCCM and other relevant program data are entered into the internal database.
  • Under the supervision of the Q/A, Sr. M&E Officer works with CHT M&E, CHSSs, and CHAs to facilitate the annual household registration and mapping process, including population estimate in the catchment area, and the entire districts.
  • Help CHTs to conduct quarterly DAQs and provide technical assistance for corrective actions.
  • Support program staff with data collection utilizing paper-based and digital tools for routine data collection and an internal program evaluation.
  • Aggregate and clean data using standard Data Quality Audit (DQA) approaches and provide local partners, and staff and identify areas for improvement.
  • Provide weekly and monthly progress reports, identifying areas for improvement.

Client Feedback Support:

  • Work with program staff to design and implement a client feedback mechanism/system.
  • Enter de-identified client data into the project tracking tool.

Qualifications

  • Technical Diploma or its equivalent in statistics, Development studies, or relevant field.
  • At least 3 years of professional experience in monitoring and Evaluation is required, and experience supporting M&E in Health and environment work is preferred.
  • Familiarity with data collection, cleaning, entry, and presentation.
  • Good computer skills in MS Office Suit (Including Word, Excel, and PowerPoint) and familiarity with other data package software (Kobo Collect, SPSS, STATA, DHIS2, eLMIS).
  • Strong technical writing skills as well as high computer literacy.
  • Fluency in English.

Working relationships

  • Reports to the Q/A and Sr. M&E Officer
  • Works closely with the County Coordinator in River Gee County, and the M&E coordinator based in Monrovia.
