Mission and objectives

The World Health Organization serves as the directing and coordinating authority for public health within the United Nations system. WHO seeks to promote health, ensure everyone can attain the highest level of health, keep the world safe and serve the vulnerable through partnerships, people and countries.

Context

The Country Support Programme Officer will be supporting particularly the work related to the country cooperation strategies (CCS) through the development and monitoring of its activities. Considering the Region’s specific priorities and challenges, the UNV will contribute to the fit-for-purpose and making a measurable impact at country level through continuous engagement with country offices.

Task description

Within the delegated authority and under the supervision of the Country Collaboration and Cooperation Programme Officer or his/her designated mandated representative(s), the Country Support Programme Officer will: 1. Development, implementation and evaluation of Country Cooperation Strategies (CCSs) • Assist in the work related to the Country Cooperation Strategies (CCSs) by supporting CCS development/Updating, implementation and evaluation activities in the countries, and updating the monitoring tools and repository of relevant documents. • Support the development and maintaining the CCS development and progress tracker as well as a time bound schedule for mid-term and final evaluation for the CCSs as applicable. • Contribute to the quality management of the CCSs development process as well as the standard format and content of CCSs. • Support and facilitate the work of CCS Peer Support Group (PSG) among country offices and the regional office network. • Support development of adapted CCS guidelines, templates, educational materials and M&E tools as well as relevant plans, briefings, updates, and reports when required. • Support the review and provision of input for strengthening the work on United Nations Sustainable Development Cooperation Framework (UNSDCF) and ensuring the alignment with WHO strategic framework. 2. Regional and Country Functional Review (RCFR) Reports and implementation supported: •Support the implementation of Regional and Country Functional Reviews (RCFRs) through assisting the development of required guidance, concept notes, templates, tools and plans. • Collect data from WHO Country Offices (WCOs) and RO units including data entry, data cleaning and follow up with WCO focal points for implementation of recommendations and regular updates on RCFR Reports. • Update relevant dashboards to track CFR implementation modalities including modular updates, streamlining with mission to reflect implementation status and support analysis identify bottlenecks for necessary action. • Support preparation of briefs and presentations to RCFR Committee & Cabinet Meetings 3. Contribution to country focus initiatives, meetings, workshops and events: • Contribute to the capacity building and leadership training initiatives as part of CCU support to the country focus approach by supporting the design and implementation of the leadership courses, assisting in preparation of background documents and briefs, logistics support and developing visibility products. • Support development of mission calendar and country specific repositories of documents including but not limited to CFR baseline reports: mission reports and CCSs. • Coordinate with relevant stakeholders and provide technical support for organizing various initiatives and activities such as townhall meetings, seminars and other events (meeting logistics and arrangements, preparing agendas, speaking points, appealing presentations and other background material) • Contribute to the facilitation of three-level coordination and contribution of health impact stories of the region. • Support all CCU meetings at global, regional and country level particularly with preparing background and visibility material and logistics. • Assist in providing reporting or visibility products to internal and external partners (background briefings, attractive presentations, speaking points, infographics and other relevant materials). • Any other related tasks as may be required or assigned by the supervisor. Results/expected outputs: • As an active WHO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to WHO and its beneficiaries in the accomplishment of her/his functions, including: • Regional collaboration and development of CCSs enhanced. • Innovative and newer methods of improved outreach across country offices regarding CCU activities. • Providing guidance and expertise on strategizing implementation of CCU activities and particularly activities related to CCSs. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.
