Mission and objectives

UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide. It works globally to make the vision of the Sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life, focusing on four strategic priorities: - Women lead, participate in and benefit equally from governance systems - Women have income security, decent work and economic autonomy - All women and girls live a life free from all forms of violence - Women and girls contribute to and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and humanitarian action UN Women also coordinates and promotes the UN system’s work in advancing gender equality, and in all deliberations and agreements linked to the 2030 Agenda. The entity works to position gender equality as fundamental to the Sustainable Development Goals, and a more inclusive world.

Context

Together, UN Women in Tunisia and Libya form a Cluster Office with a joint management and operational team. In Libya, UN Women is currently focusing on four Impact Areas: 1. Women lead, participate in, and benefit equally from governance systems. 2. Women have income security, decent work, and economic autonomy. 3. Women and girls contribute and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and from humanitarian action. 4. A comprehensive and dynamic set of global norms, policies, and standards on gender equality and the empowerment of all women and girls is strengthened and implemented. To achieve these impacts, UN Women engages in normative support, coordination, and programme implementation. To support its programming and particularly the setting up of new programs, the Cluster office is looking to hire Programme Associates to support programming in Tunisia. Under the direct supervision of Programme Analyst, Women, Peace, and Security, the Programme Associate (UNV) will support the programme staff in implementing programme activities in line with UN Women rules and regulations, communicating and reporting on results, and engaging with programme partners and stakeholders.

Task description

1. Contribute technically to the development of programme strategies in the area of Women, Peace and Security and humanitarian Action • Provide inputs to the annual workplan and budget as required; • Implement programme activities; • Review and coordinate the submission of implementing partner financial and narrative reports; • Identify sources, gather and compile data and information for the preparation of documents, guidelines, speeches and position papers in collaboration with the Programme team; • Provide inputs for the audit of programmes/ projects and implement audit recommendations; • Provide technical inputs to the monitoring and reporting of the programme/ project • Monitor progress on programme activity, results and indicators; • Monitor the implementation of proposals by responsible partners; • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes. 2. Provide technical inputs to the financial management of the WPS Programme Unit • Monitoring and preparation of the budget and the finances of programmes/projects; • Prepare PO packages for development projects events as required; • Support technically the creation of projects in Atlas, preparation of budget revisions, revision of project awards and status, determination of unutilized funds and the operational and financial closure of a project; 3. Contribute to building partnerships and resource mobilization strategies • Provide inputs to resource mobilization strategies; analyze and maintain information and databases; • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles. • Provide technical inputs to inter-agency coordination on Women, Peace and Security &Humanitarian Action to achieve coherence and alignment of UN Women programmes with other partners in Libya • Provide technical support to the Representative on inter-agency coordination-related activities by providing inputs to background reports and briefs. • Represent UN Women in Humanitarian working groups, including the Humanitarian Country Team and South Coordination groups. • Support the coordination of missions to Libya, including going on regular missions to Libya to ensure programme implementation and maintaining the contact with national stakeholders. 4. Advocacy, knowledge building/sharing and communication efforts • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products; • Provide inputs to the development of knowledge management products on Women, Peace and Security and humanitarian Action in both Arabic and English. • Assist in the organization of trainings for the office staff and partners on programme and operations related issues; • Support the team in the organization of local and regional events under the WPSHA Projects, with a particular focus on communication and visibility. • Coordinate with donors and relevant national Stakeholders.
