Clerical and record keeping
Mechanical and diagnostic/first response and repair skills are required of the personnel.
Certificate from Vocational school in Auto mechanic.
Familiarity with the geography of Tigray Region including hard-to-reach areas.

Should be able to drive in very difficult terrain, such as very steep slopes and long distances between the field offices, field units and locations where refugees live.

This position is planned to be situated under the UNHCR Office in Embamadrie which is under the supervision of the Sub-Office of Shire. The conflict in Tigray has impacted the Eritrean refugee operation in the camps, and while Mai Aini and Adi Harush camps which are located close to the Embamadrie Office (5 km and 15 km respectively) were less affected, a recent interagency multi-sectorial assessment (January 2021) still indicated serious protection concerns as well as continued challenges regarding the impact on delivery of basic services. The overall registered Eritrean refugee population under level 3 standards under the purview of the operation stands at 148,889 individuals (96,000 registered in Tigray and 52,829 registered in Afar in another two camps, Barhale and Aysaita). However, recent food distribution monitoring in Mai Aini and Adi Harush camps shows that significantly less than this amount currently reside in the two camps. An ongoing relocation process from two other refugee camps, Hitsats and Shimelba, which the Government of Ethiopia announced as closed in February 2021, will likely continue throughout the year, which is having an impact on land availability in the other two camps. The incumbent is supervised directly by the Admin Associate . Besides driving, the driver is responsible for upkeeping and maintaining of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organization. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles. The Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.Living and Working Conditions:
In the aftermath of the conflict in the Tigray region resulting in the Ethiopian government declaring a state of emergency in November 2020, living conditions remain challenging. Amenities include a canteen as well as a small gym/recreation room. There is no water nor electricity in the town. Running water is thus delivered by a water truck whereas the generator provides electricity. The Office relies on VSAT and satellite phones for internet and communication. There is no reliable mobile nor 3G network in Embamadrie at this time (April 2021). As there is no fuel station in Embamadrie, refuelling is done in Debark located 130 km away. There are no food shopping opportunities in Embamadrie aside from local markets with basic fresh produce. Local cafes will produce a limited menu of local food, but anyone with special dietary requirements will have to plan accordingly as the nearest recommended supermarkets are in Gondar, 220 km south. Bottled water is available from local vendors. This region is a cash economy as there are no banks in Embamadrie. The nearest bank ATM is in Adi Arkay, 50 km south. It is recommended that first time travellers to the duty station dispense sufficient funds from the ATMs in Addis Ababa, the capital city of Ethiopia. Ethiopian regulations do not permit the transportation of more than $ 3,000 or its equivalent into the country. There are no medical facilities nor pharmacies. The nearest medical facility which offers basic services is in Debark, a 3-hour drive away. The security situation within Embamadrie is presently calm. However, it is important to note that Embamadrie rests just 5 km south of the boundary which the government has determined between relatively free movement (south) and highly restricted movement (north). Movement and travel of national and international staff is carefully monitored and must be in coordination with UNDSS. Embamadrie has limited opportunities for leisure and recreational facilities are limited to the Office gym. As it is a stressful work context, the capacity for self-care is very important and personal security awareness is critical.Additional Qualifications
