Shelter Officer
Introduction
The Swedish Civil Contingencies Agency (MSB) is opening our roster for Shelter Officers interested in working with us in Humanitarian operations.
MSB recruits committed and skilled experts for our humanitaria operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations for example the UN and the EU in crisis, conflicts or other disasters.
When registered on the MSB roster you will continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises. Prior to a mission with us you will need to conduct the MSB induction training.
A registration on our roster is initially for three years. After this period your registration will be evaluated and you may be offered an extended registration.
Deployed as a Shelter officer, the mission lenght is normally 6 months with a few weeks preparation prior to the mission. The MSB highly values the well-being of our staff and whilst on mission you will have access to health and safety support from the MSB 24 hours a day, 7 days a week.

MSB supports international actors so that they can provide effective and efficient solutions for temporary accommodation and other basic services to disaster-affected populations, to contribute to improved living conditions, ensure protection aspects as well as increased access to clean water and reduced the risk of the spread of infection for the affected population. Duties
As a Shelter Officer you are expected to perform the following duties:
• Ensuring that field operations are supported in carrying out shelter needs assessments taking into account the current situation, projected populations planning figures and the expected scale of returns.
• Development of shelter strategies and take into consideration the local context, age and gender, culture, climate, environmental protection and the availability of local resources, including materials, capacities and existing infrastructure.
• When identifying beneficiaries, ensure that the needs of the most vulnerable population of concern and host families are addressed.
• Provide clear guidance on standards for shelter, including minimum emergency standards to meet basic and essential needs as well as guidance for phased improvement of shelter conditions that will be necessary as the duration of the displacement prolongs.
• Together with implementing partners, compiling, analysing and mapping available information on shelter options in country, taking into account relevant policies adopted by the Government. When planning shelter works, ensuring that the technical component reflects the standbypartners minimum standards for the provision of emergency and other types of shelter assistance and is within the budgetary requirements. Due consideration should be given to standards in other relevant sectors such as water, sanitation and other environmental issues.
• Ensuring the shelter strategy is periodically reviewed to reflect the evolving situation in country and progressively transitioning to more sustainable shelter solutions. This process should be done in close collaboration with the beneficiaries and the host Government while bearing in mind the shelter needs of people upon their eventual return to their country of origin.
• Ensuring that specifications, bills of quantities and drawings are produced in a technically sound and standardised manner. Establish monitoring and evaluation tools to ensure that works are implemented according to plan and completed within the designated timeframe.
• Promoting the sustainability of technical interventions through local capacity building and self-help in collaboration with local partners in the field. Ensure that local communities have been consulted on all activities so as not to create unnecessary tension between the displaced and the host population.
• Monitor all shelter and infrastructure activities through Implementing Partners and ensure compliance with strategies and guidance provided and agreed.

Qualifications
Experience
A minimum of 4-5 years’ relevant experience within construction and support or engineering and design.
Education
Bachelor's degree in urban planing and structural engineering or Engineering or other related fields. Relevant education and experience in the Shelter area can be accepted in lieu of a degree.
Languages
Fluency in english is essential, both spoken and written.
Knowledge of French, Arabic or any other official UN languges is an asset.

Other requirements
We are looking for persons with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB. MSB operations are based on the needs of populations affected by crisis, and human equality. Through your behavior and work as MSB field staff, you actively strive to prevent discrimination and harassment based on sex, ethnic origin, age, religion or belief, political opinion, disability, sexual orientation and gender identity or expression.
Before a registration on MSB's roster, you need to fill in a self-assessed health declaration. You also need to undergo a health examination before undertaking a mission.
You should inform your regular employer of your potential assignment with the MSB.
