Under=20 the direct supervision of the Senior Humanitarian Response Officer with=20 strategic direction from Deputy Director for Organizational Support, and as=20 a member of=20 the Emergency Operations Support Team, the=20 incumbent is responsible for the technical management of supply chain,=20 logistics and field missions associated with humanitarian response operations,=20 serving up to 480,000 Palestine refugees=20 and consuming tens of millions of US dollars per annum. In=20 accordance with the established Agency policy and procedures, the incumbent=20 will:

 

Primary=20 Duties and Responsibilities

=B7      =20 Coordinate=20 and technically supervise all aspects of in-kind humanitarian response=20 operations and the humanitarian response supply chain, including forecasting,=20 procurement, receipt, packing, resource allocation, inventory, logistics and=20 distribution to conflict-affected Palestine refugees; verify and endorse lists=20 of beneficiaries;

=B7      =20 Plan=20 and coordinate with UN humanitarian agencies, the UNRWA Safety and Security=20 Division and the UN Department Of Safety and Security in Damascus all field=20 missions to hard-to-reach and besieged Palestine refugee communities across=20 Syria, act as mission leader where necessary; develop comprehensive knowledge of=20 the access issues and humanitarian needs and  propose new or innovative forms of=20 support as appropriate;

=B7      =20 Work=20 closely with Procurement and Logistics Department, Relief and Social Services=20 Programme and other Department/units as necessary to=20 ensure rigorous management, coordination and compliance with the set rules,  regulations and procedures of the=20 emergency operations;

=B7      =20 Act=20 as focal point for all technical reporting on in-kind response operations,=20 audits and assess in-kind humanitarian response activities; deliver regular=20 reports to UNRWA management and support the Programme=20 Support Unit in reporting to donors and external stakeholders;

=B7      =20 Conduct=20 regular assessments of humanitarian needs among Palestine refugees across Syria;=20 participate in designing appropriate response plans, ensuring appropriate=20 combination and composition of food parcels, non-food items, water and=20 sanitation items and other humanitarian supplies;

=B7      =20 Act=20 as Officer-in-Charge for the Emergency Operations Support Team in the absence of=20 the Senior Humanitarian Response Officer as/when required.

 

Professional=20 Knowledge and Experience

=B7      =20 A university=20 degree from an accredited educational institution in logistics, management,=20 business/public administration, economics, finance, or other relevant=20 discipline;

=B7      =20 At least six=20 years of relevant experience managing logistics, supply chain or relevant field,=20 of which at least two years at the international level in humanitarian response=20 operations;

=B7      =20 Knowledge of=20 Arabic language.

=B7      =20 Excellent=20 command of written and spoken English.

=B7      =20 Demonstrated=20 proficiency in operations, camp/shelter management and  logistics;

=B7      =20 Strong=20 analytical and data management skills;

=B7      =20 Proficiency=20 in standard computer applications used by the Agency;

=B7      =20 Integrity,=20 professionalism and ability to work under pressure.

 

Desirable=20 Qualifications

=B7      =20 A=20 postgraduate (Master or equivalent) in a related=20 discipline;

=B7      =20 Project=20 implementation, monitoring and evaluation experience;

=B7      =20 Possession=20 of a valid driving license.

 

Equivalency=20

When=20 the minimum requirements are not fully met, the Human Resources Department may=20 substitute part of the unmet requirements under UNRWA=92s equivalency=20 determination guidelines with a combination of relevant academic qualification,=20 additional professional training and/or progressive relevant work experience.=20 Note: Work experience alone or formal qualifications with no relevant=20 work experience are not considered sufficient for an equivalency determination.=20

=B7      =20 The=20 incumbent may be required to work beyond the regular working=20 hours;

=B7      =20 The=20 incumbent may be required to travel in UNRWA area of=20 operations

 

Conditions=20 of Service =20

UNRWA=20 offers an attractive compensation package including annual salary starting at=20 $57,379 single, plus post adjustment of 37.9% (subject to=20 change without notice). Other=20 benefits, subject to eligibility, include education grant, dependency allowance,=20 home leave, pension fund, health insurance and 6 weeks annual leave.=20 Syria=20 is currently a non-family duty station. Staff members based in Syria are entitled to additional benefits, subject to eligibility, including Additional=20 Hardship Allowance, danger pay and R&R leave, currently every 4 weeks=20 (according to the UN classification of the duty station) but subject to change=20 without notice. Initial contract is for one year, with the possibility of=20 further extensions subject to the availability of funds, satisfactory=20 performance and the continuing need for the post.
