Purpose of the Assignment

The purpose of the assignment is to conduct an initial assessment of the WASH infrastructure in health facilities in the selected townships and to estimate the types of repair required. Based on this a construction plan needs to be developed. Consultants will then review designs, develop BOQs as well as technical drawings in close collaboration with national consultants, MoH, NGOs, and/or private construction firms. The aim is to ensure that the newly built and repaired WASH infrastructure in health facilities meet the quality standards. The Consultant will contribute to achievement of concrete and sustainable programs/projects results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF's Strategic Plans, standards of performance and accountability framework

Assignment Tasks and end products/deliverables

UNICEF estimates that the work will be conducted between December 2016 and July 2017.

Construction of warehouses 1 A. Review designs and BOQs of warehouse construction works developed by DRD and provide feedback

End product - 7 designs and BOQs for warehouses finalized

Duration - 1st month

1 B. Support WASH team to prepare Local Procurement Authorization for the construction of warehouses through the Department of Rural Development

End product -Local Procurement Authorization

Duration - 1st month

1 C. Provide technical assistance to DRD for preparing bidding documents and other reports related to warehouse construction works

End Product - Monthly reports of technical assistance to DRD including key documents prepared

WASH in Health Facilities 2 A. Rapid assessment of selected health facilities and development of a construction plan

End Product - Report on selected health facilities and construction plan specifying necessary construction, retrofitting, repairs with estimated costs for standard designs

Duration - 1st and 2nd month

2 B. Prepare standard BOQs and technical drawings for disaster and climate resilient for water and sanitation infrastructures that can be retrofitted to rural health facilities in close collaboration with UNICEF and MoH.

End Product - BOQs and technical drawings prepared for rural and sub rural health centres:1. Toilet block 2. Water Storage + distribution3. Handwashing station 4. Laundry facilities5. Bathing facilities6. Solid Waste Disposal areaDuration - 1st and 2nd month

2 C. Consultation meetings with MoH and UNICEF to propose standard designs

End Product - Report detailing tasks completed, persons met, key recommendations and next steps including list of potential NGO partners capable of carrying out construction and repairs

Duration - 3rd month

2 D. Support preparation of bidding documents or PCA to be signed with implementing NGOs (Note: implementation modality will be decided based on the assessment report)

End product - Contracts with construction enterprises and consulting firms finalized or Programme Document with NGO finalized

Duration - 4th month

2 E . Support WASH team to prepare Local Procurement Authorization for WASH in Health Facility construction

End Product - Local Procurement Authorization for WASH in Health Facility construction

Duration - 4th month

2 F. Prepare illustrated design & construction manual to support contractors with practical approaches to upgrading WASH in Health Facilities

End Product - Illustrated construction manual in English & Myanmar with practical guidance and advice to for implementers constructing WASH facilities for health centres

Duration - 5th and 6th month

2 G. Support Preparation & launching of call for proposals to develop emergency WASH in Health Facility prefabricated units.

End Product - Proposals selected to provide prototype emergency prefabricated units for WASH in Health Facilities

Duration - 7th month

Qualifications of Successful Candidate

Education • Advanced university degree in one of the disciplines relevant to the following areas: Civil engineering, construction engineering, architecture or other relevant technical areas with a field relevant to international WASH related development assistance.• Additional training in AutoCAD and water and sanitation an asset.

Work Experience

• Project management experience with the construction unit• At least 5-10 years of experience in construction/contract management • Knowledge of materials, methods, and the appropriate tools to construct structures and buildings• Proven ability to understand the situation quickly, identify potential problems and recommend appropriate solutions manner• Ability to work productively in a multi-cultural environment• Ability to communicate effectively in French and English • Good health and willingness to travel.

Language Proficiency

Fluency in English is required (oral and written)

The consultant will be identified by UNICEF based on a competitive selection process, taking into account the candidate's experience, the quality of the answers produced, and of the lump-sum requested.If deemed opportune, UNICEF will require a telephone interview with shortlisted candidates.
