Requirements include, but are not limited to:

· Significant prior professional experience in relevant fields such as human rights, political and security issues, or related field, preferably in an international environment or within operational missions

· Significant experience in political reporting and with sound analytical skills

· Proven management and supervisory experience

· Professional fluency in the English language with the ability to analyze and communicate clearly and concisely

· Strong advisory, organizational, and communication skills

· Proven ability and willingness to lead a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

· Cultural sensitivity and political judgement

· Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments

· High resilience in coping with stress and hardship, willingness to travel to conflict area

· Ability to operate windows applications, including word processing and e-mail

· Experience in working in Eastern Europe and/or knowledge of the region, preferably in Ukraine after 2014 (desirable)

· Experience with the UN common system and/or other international organizations; preferably in a peace mission context (desirable)

· Experience working with governmental/diplomatic structures (desirable)

· Knowledge of the Ukrainian and/or Russian language(s) (desirable)

Tasks and Responsibilities

Initial duration of appointment/assignment for this post is until 31 March 2017, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Potential applicants should be aware that this is a non-family posting.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Under the guidance and supervision of the Principal Deputy Chief Monitor (PDCM), the Head of Reporting and Political Analysis is responsible for performing the following tasks:

  1. Supervises the Mission's analysis of the political situation and developments in the Mission area;

  2. Assists the senior management in developing and supervises the drafting of policy papers, in particular related to the Mission's role stemming from Minsk documents, in close co-ordination with other Units;

  3. Assists the Special Monitoring Mission to Ukraine (SMM) senior management in preparing strategic plans and operational instructions, in close co-operation with Operations and other Units;

  4. Prepares and edits reports on the Mission's activities and other political and related issues to inform the OSCE Chairperson-in-Office, participating States, Institutions and the Secretariat;

  5. Assists the senior management in preparing official responses to issues of political importance for the Mission;

  6. Ensures efficient information flow on above matters within the headquarters and in the field locations;

  7. Supervises and edits all the Mission's regular and thematic reports and ensures consistency and accuracy of the Mission's reporting;

  8. Assists senior management and the Operations Unit in ensuring that the results of Mission monitoring are in line with the mandate and serving the purposes of the Mission's overall political analysis and reporting;

  9. Reviews policy documents, reports for external distribution and letters, ensuring that material submitted for clearance is consistent with the Mission's mandate and political objectives;

  10. As requested, drafts articles, answers to interviews and speeches for the Head/Chief Monitor and Deputy Chief Monitors of the Mission; works closely with the Press and Public Information Unit to ensure that final drafts incorporate accurate, clear and politically strategic messages;

  11. Fosters good co-operation and information flow with all other units, the CPC, as well as with other international organizations and non-governmental organizations (NGOs), concerning the activities of the Unit;

  12. Co-ordinates and supervises all staff of the Reporting and Political Analysis Unit (12 international mission members and two national mission members);

  13. Performs other duties as required.
