Purpose of the Position
The Programme Specialist position supports regional and country level efforts to operationalize the UNICEF Strategic Plan results on HIV and adolescents guided by the new HIV strategic directions, UNAIDS Fast-Track strategy, and the Three Frees Super-Fast-Track Framework. In this context, the incumbent supports global knowledge leadership, evidence generation and normative guidance development, and provides regional and country offices with support to inform scale-up of context-relevant high impact strategies to improve HIV results and achieve equity in adolescents.
Key Accountabilities and Duties & Tasks
1. Work in collaboration with regional offices, UN, bilateral and IATT partners including youth networks to providesupport to countries to:
Adapt global guidelines for effective implementation
Integrate effective situation analyses on adolescents and HIV within strategic Country analyses
Plan and evaluate innovative approaches to improve implementation and scale up of programmes for adolescents
Support regional and Country offices in the application of data-driven planning approaches, identification of bottlenecks in provision of PMTCT, PrEP, VMMC, HTC, ART, Condoms and Ham reduction for adolescents and translation into improved acceleration plans and implementation support
Improved documentation of UNICEF Support and results in Relation to HIV in adolescents
2. Knowledge leadership and management of UNICEF support to the introduction and scale up of Pre-Exposure Prophylaxis for adolescents
Contribute through technical leadership and advice to global guidelines for effective implementation of PrEP in adolescents
Manage and provide technical support to regional and country offices for increased organizational learning and engagement in introduction and implementation of PrEP.
Lead technical documentation and advocacy on PrEP implementation in adolescents to influence global scale up
3. Partnership engagement and capacity strengthening to improve focus and quality of HIV response foradolescents
Support the Senior HIV/AIDS Specialist in implementation of "All In".
Represent UNICEF within and ensure effective evidence-informed technical guidance, assistance and reporting on adolescents through the Interagency Working Group on Young Key Populations
Provide technical support and representation of the HIV and adolescent programme experience in the internal PD wide matrix team on adolescents to enhance joint monitoring and field engagement on adolescent priorities.
Develop, maintain and support strategic partnerships with key youth networks and civil society organizations through joint advocacy, documentation and research, tools and guidance development, programme implementation, training, monitoring and evaluation of work related to HIV and adolescents
4. Strengthen organizational capacity and support for effective technical response to adolescents key populationsand HIV:
Provides support to the Senior HIV/AIDS Specialist in the overall policy direction of the HQ Extended HIV Team to ensure a coordinated, effective and evidence informed response to HIV programming for adolescent key populations.
Manage a cross-sectoral thematic group comprised of focal points from HQ technical sections and divisions and representatives from youth networks and civil society group working with key population to strengthen UNICEF internal advocacy, knowledge and skills development, policy and technical guidance review and development and monitoring.
5. Knowledge management and programmatic reporting
Support preparation of key reports, guidance documents, funding proposals, publications and documentation of key initiatives on adolescents and HIV to increase visibility and support for the programme area.
In collaboration with the HIV knowledge management team, plan manage dissemination of lessons from key work on adolescents and HIV supported through UNICEF and key partners in all regions, using effective internal and external platforms.
Qualifications of Successful Candidate
Advanced degree in medicine, social science, public health and other related fields*.
At least eight years of relevant experience working in the areas of global health, HIV and/or development of comprehensive knowledge on current evidence on effective HIV response is essential. '
Proven ability to manage partnerships and support technical implementation linked to scale up of complex interventions for and with adolescents and youth, in particular key populations.
Demonstrable track record in Country level support is an asset.
Experience in policy matters related to/or knowledge of UNICEF, UNAIDS, UN System is of added value.
Fluency in English (written and verbal) is required. Knowledge of an additional UN language (Arabic, Chinese, French, Russian, Spanish) is an asset.
*A relevant first-level university degree (Bachelor's), in combination with 2 years of additional relevant work experience, may be accepted in lieu of the advanced university degree.
