1.         Organizational context


(a) Organizational Setting


The post is located in the PCT Legal Affairs Section, PCT Legal Division, PCT Legal and International Affairs Department, Patents and Technology Sector.  The PCT Legal Affairs Section deals with providing legal advice on PCT matters to all users of the PCT system (in particular applicants, their agents and PCT Contracting States).


(b) Purpose Statement


The main role of the incumbent is to provide information, advice and assistance to PCT applicants and agents, PCT Contracting States, industrial property Offices and PCT Authorities, on the implementation of the PCT, in particular in the English and Korean languages.


(c) Reporting Lines


The incumbent works under the supervision of the Deputy Director and Head of the Section.



2.         Duties and responsibilities


The incumbent will perform the following principal duties\:


(a)      Provide information, advice and assistance to PCT applicants and agents, PCT Contracting States, industrial property Offices and PCT Authorities, on the implementation of the PCT, in particular in the English and Korean languages;


(b)      Provide information, advice and assistance to PCT Operations and other parts of WIPO on PCT matters;


(c)      Prepare and take part in training courses, seminars and information meetings, in particular in the English and Korean languages, for users and potential users of the PCT including internal training for WIPO staff members;


(d)      Draft and provide input to legal work connected with improvements of the PCT system, including, in particular, the preparation and implementation of amendments to the Regulations, the Administrative Instructions and the Guidelines under the PCT;


(e)      Prepare and update of informative material on the PCT, in particular in the Korean language;


(f)       Prepare studies, documents and meetings concerning the PCT, representing WIPO at such meetings, and preparing their reports;


(g)      Perform other related duties as required.



3.         Requirements





       University degree in law or engineering.



       Specialization in industrial property law is preferable.




       At least six years of relevant professional experience in the field of patents, either in the public or private sector. 

       Knowledge of, and experience with, the PCT.




       Excellent knowledge of Korean, both oral and in writing, and very good knowledge of English.



       Ability to work in other languages would be desirable.

Ability to communicate effectively both orally and in writing.

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.

Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the internet.

5.         Information


Mobility\:  Candidates appointed to an international position with WIPO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.


Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the November 2016 rate of 83.5%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.  These are subject to change in view of the entry into force of the new common system compensation package on January 1, 2017.

Additional Information


Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.


This vacancy announcement may be used to fill other posts at the same grade with similar functions in accordance with Staff Rule 4.9.4.
