Purpose of the post:

Under the general supervision of the Supply & Logistics Specialist assist in coordinating and implementing Procurement Services (PS) Operations, Offshore and Direct Order procurement, prepare estimates, review Purchase Agreement/MOUs, process and monitor PS transactions, expedite delivery, monitor and check Purchase Orders, process shipping documents, prepare statistical information, maintain status reports and handling in-land logistics.

Summary of key functions/accountabilities:

  • Participate in pre-negotiation discussions, reviews Procurement Services (PS) Agreements/MOUs between GOB/other Customers and UNICEF for procurement of various supplies through UNICEF's PS Operations, finalize and arrange signing agreements/ceremony, follow-up with both PS Customer and Supply Division (SD), Copenhagen until the entire transaction is approved and funds received.
  • Responsible to receive and process all requests for PS received from various Directorates of GOB, NGOs, UN organisation and other Customers, follow-up with SD on issuance of cost estimates. Forwarders on timely issuance of offshore POs.
  • Provide specifications, unit price & other necessary information to sections for drafting Purchase Requisitions. Check draft requisitions for Offshore and Direct Orders (DO) for Programme and Operations Supplies. Draft DO Purchase Orders (POs) as per Long Term Arrangements (LTAs) and Price Lists. Distribute POs to Suppliers and Forwarders.
  • Coordinate all vaccine and other offshore shipments, UNICEF funded, Procurement Services, Special Projects, and Contributions in Kind. Monitor TADs, stock position, follow- up with SD, receive and process shipping documents for BCO, GoB/IPs and PS Partners for operations, programme supplies and vaccine shipments. Timely follow-up and liaise with the Clearing and Forwarding (C&F) agents, customs officials, National Board of Revenue (NBR), Directorates/Ministries to facilitate timely customs clearance.
  • Work with GoB officials to prepare Vaccine Arrival Reports (VARs). Share VAR with SD within 3 working days after arrival of shipments. Generate Receipt of Goods from the system, share with programme sections and obtain signatures of the consignees. Follow-up on processing of hand over to IPs in order to close the files.
  • Responsible for maintaining monitoring tables for PS operations, offshore and DO procurement for providing regular updated reports to programme, GoB counterparts, donors and SD. Prepare forecasts, budget and status reports required for the customers, donors and programme sections. Check accuracy of Statistics of PS Transactions with SD and report any discrepancy to SD for corrective measures.
  • Responsible for sharing Utilization Reports and Statement of Accounts for PS transactions with PS Customers. Liaise with customers on closure, refund or reprogramming of the unspent balance amount. Compile statistics data from old files in order to facilitate preparation of Donor, Annual Reports and for various presentation for GOB and internal use within UNICEF.
  • Undertakes field visits to project sites, monitors supply inputs and ensure corrective actions implemented to improve supply chain management as and when required.
  • Minimum Requirements:

    Education: Higher Secondary Certificate is the minimum requirement. University degree in related areas is desirable. Proficiency in the use of computers and especially in word processing, spreadsheets, power point presentation is a must.

    Experience: At least seven years progressively responsible work experience in a similar function.

    Language: Proficiency in written and oral English and Bangla.
