Purpose of the Assignment

To conduct a comprehensive assessment of the Civil Registration and Vital Statistics systems in Guinea-Bissau in line with the APAV-CRVS policy directives and monitoring guidelines, and support the Intermisterial Committee for Civil Registration in develop a budgeted plan of action to strengthen the national systems.

Assignment Tasks

Main duties of the consultant will be to assist the country in the following:

  • Pre-assessment preparatory activities (See AU standard TOR attached)
  • Provide guidance for the comprehensive assessments, including
  • Adapting available tools to national specificities
  • Identifying areas that require special attention in-depth assessment
  • Identifying potential contributors to the assessment
  • Identifying success stories and case studies from the country
  • Advising on analysis of available data to determine coverage issues in registration
  • Acquaint himself/herself with the existing CRVS system through field visits and meetings with key stakeholders
  • Launch meeting to signal the start of the CRVS system assessment process
  • Orientation training to the task team members on complete understanding of the CRVS;
  • Hold special meetings with the Interministerial committee for Civil Registration to take them through the process of assessment and provide guidance in their respective areas of work and finalizing the work plan
  • Accompany the Interministerial Committee for Civil Registration on field visits to selected registration sites and communities and provide insights on the investigations to be conducted
  • Guide the Interministerial committee for Civil Registration and national consultant in the preparation of the assessment report
  • Conduct debriefing session to agree on the way forward
  • Support the planning facilitator in planning processes
  • Provide technical support and guidance during the preparation of the planning document
  • Support teams in organizing and facilitating meeting to disseminate the assessment results as well as the strategy and action plan

    Conduct the comprehensive assessment, jointly with national team (central and decentralized level), through following activities:

    · Assist Interminsterial committee for Civil Registration in launching meeting to signal the start of the CRVS system assessment process

    · Hold special meetings with the Interministerial committee for Civil Registration to take them through the process of assessment and provide guidance in their respective areas of work, including the preparation of the work plan

    · Accompany the Interministerial Committee for Civil Registration on field visits to selected registration sites and communities and provide insights on the investigations to be conducted

    · Guide the Interministerial committee for Civil Registration and national consultant in the preparation of the assessment report.

    Provide technical support and guidance, to the national team, to develop the budgeted Action Plan, based on key findings of the Comprehensive Assessment.

    Activity 7:

    Prepare the Strategic Plan document and submit to UNICEF and Interministerial along with all the documentation prepared during the consultancy.

    Activity 8:

    Conduct debriefing session with national teams to agree on the way forward and support teams in planning the organization of the facilitating meetings to disseminate the assessment results as well as the strategy and action plan.

    Qualifications of Successful Candidate

    Education

  • Advanced university degree, preferably in civil law, public health, statistics, public administration or other relevant field with proven skills in strategic planning, monitoring and evaluation.
  • Years of relevant experience

  • Have extensive experience (At least 10 years) and be well knowledgeable in the management and operations of civil registration and/or vital statistics systems;
  • Relevant experience and knowledge on the working tools developed by APAI-CRVS to conduct evaluations on the civil registration system and statistics in Africa.
  • A current/ former employee of the agency responsible for civil registration or National Statistics Office or any non-governmental/ international organization that deals with civil registration, vital statistics or related matters.
  • Having knowledge/expertise in either of the following areas in their relevance and application to CRVS systems, is desirable

  • Civil Law
  • Public health
  • Statistics (Demography and Social Statistics)
  • Public Administration
  • Oral and written proficiency in UN language is required. Knowledge of Portuguese is an asset.
  • Competencies of Successful Candidate

  • Ability to manage and conduct extensive analyses, through compilation and presentation of data, monitoring and evaluation and progress reports;
  • Ability to build sustainable and effective partnerships between agencies, government and other relevant stakeholders and promote effective mechanisms of communication and collaboration.
  • Excellent skills in facilitation, team building and mediation;
  • Ability to influence and interact with key decision makers across different organizations and to act with credibility, tact and diplomacy;
  • Proven ability to manage team, setting priorities and planning, coordinating and monitoring its own work plan and that of the team;
  • Ability to work with multidisciplinary teams and involving a high mobility on the field;
  • Capacity for synthesis, analysis and reporting for high level
  • Fully proficient computer skills including use of relevant software and other applications.
  • Knowledge of the institutions of the UN system;
  • Ability to work in an international or multicultural environment.
  • Working experience in developing countries.
