Major Duties and Responsibilities
Support the strengthening of Child Protection systems, policy and mechanisms for promoting the rights and participation of children in peacebuilding under the key streams of work on Children and Armed Conflict (CAAC) and Child Protection in Emergencies (CPiE);oProvide technical assistance to Government at sub-national level on child protection systems building and building local public sector capacities to plan, budget, manage and monitor child protection prevention and response. oCollect data and information and prepare progress reports; draft changes in Child Protection project work plans and assist in drafting of Country Programme Recommendation and other project documentation, assuring accuracy and consistency with established rules, regulations and plans of action.Ensure generation and analysis of accurate, complete and up-to-date information required for effective Child Protection programme and project design, implementation, management, monitoring and evaluation. Draft sound Child Protection programme budgets for review by the supervisor.
Build partnerships and coordinate with local Government counterparts, members of the development community, including NGOs, UN and bilateral agencies and civil society to generate and share knowledge, information and conduct of activities related to Peacebuilding/CP sector, and build child protection capacity to advance progress in implementation of programme components.oEnsure the effective communication and networking developed and maintained through partnership and collaboration.
Promote child protection emergency response actions including to grave child rights violations and gender-based violence while at the same time considering the need for early recovery planning as well as prevention and risk reduction concerns.oMaintain and support appropriate humanitarian coordination mechanisms.oEnsure appropriate coordination between all humanitarian partners as well as national authorities and local structures. Ensure full integration of the IASC's agreed priority cross-cutting issues, including attention to guidelines on the Mental Health and Psychosocial Support (MHPSS), Gender Based Violence (GBV) and UNICEF's Core Commitments for Children (CCCs) for Child Protection.
•Ensure the appropriateness of financial, administrative and supply documentation; verify that Child Protection project expenditures are within allotments and that data is consistent with the project information and database (e.g., VISION, ProMS). Follow up on queries or initiate corrective action on discrepancies.oCollaborate with Operations staff to implement internal controls systems and resolve day-to-day issues or discrepancies in financial or supply management.oEnhance project efficiency and effectiveness through implementation follow-on, including monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply assistance and Child Protection project status.
•Support other CP/CAAC programming, such as CP in Tahderiyyah, as well as MRM/Action Plan work-streams and monitoring, reporting and verifying grave violations cases in Mindanao, including working with the Country Task Force on Monitoring and Reporting (CTFMR) Technical Working Group (TWG) in Mindanao.
•Support in the development of training programs and conduct training for capacity building of CP institutions on Violence against Children, and broader CP issues.
•Support local CP partners facilitate project review, and joint field mission to assess accomplishments, bottlenecks and project strategies;
•Any other tasks, as required.
Qualifications and Competencies of Successful Candidate•Advanced* University degree in Social sciences, Law and/or Child development or any other relevant Social Development fields.•Three to four years of relevant professional work experience.•Background/familiarity with Emergency preparedness and response is an asset.•Fluency in English and local working language of the duty station.*First university degree and five (5) years of relevant professional experience may exceptionally be considered by the organization in lieu of the advanced relevant university degree.
The ideal candidate for the post should have previous experience working in building child protection systems in emergency and conflict-affected areas, ability to engage effectively with government and non-government counterparts, as well as transitional stakeholders of the peace processes in Mindanao, have analytical writing and documentation skills, strong skills in inter-personal relations, networking and communications; and willingness to work within a complex, insecure and sensitive environments/communities. Ability to communicate in Maguindanaon or Meranao is an asset.
