Jointly established by 194 Member States of the United Nations in 2010, GCF invests in transformational projects that build low-emission and climate-resilient economies in developing countries. The Fund will serve as an enabler of the Paris Agreement on Climate Change, channelling significant financial resources to developing countries to make an ambitious contribution to global climate action.

To realize this unprecedented mission, GCF is expanding its workforce. It is seeking a Treasury Senior Specialist/Manager who will be part of a growing organization that offers exciting challenges and responsibilities. Position description

The Treasury Senior Specialist/Manager will contribute to the operational activities of the Fund. S/he will have functional responsibility for undertaking the financial and quantitative analysis on Asset Liability Management (ALM), cash flow monitoring, resource mobilization, and financial policies.

Duties and responsibilities

Within the CFO and Division of Support Services, s/he will:

  • Undertakes financial analysis on specific ALM issues, identifies discrepancies and/or excessive risk levels, and proposes solutions;
  • Undertakes quantitative analytical work, research, and technical studies related to the various aspects of GCF's financial resource mobilization, ALM reports and financial policies;
  • Provides analytical support for cash flow monitoring, periodic replenishments, midterm reviews, and related financial matters;
  • Provides perspective and background on Accredited Entities (AEs) financials and rating agency perspectives;
  • Assists in the preparation of Board papers, Management reports, and responses to queries on financial resource mobilization;
  • Maintains procedures, data, guidelines and controls to ensure integrity of financial information, and manage financial risks (such as currency risk, interest rate risk, liquidity risk, overall capital adequacy and income) of AEs and funded projects; Supports tasks related to the administrative aspects of resource mobilization including donor contributions, payments, encashment, commitment authority, and release of contributions for operational commitment;
  • Undertake implementation of financial policies, prepares and maintains records for meaningful financial policy decisions, and ensures the accuracy of reports/records according to revised financial policies;
  • Undertakes active involvement in the research, brainstorming discussions, editing, and finalization of strategic papers, including financial policy and financial resource mobilization papers, and periodic Board papers (including quarterly Treasury reports); and,
  • Assists in preparing periodic communication and responses to queries/information requests from Senior Management, Board Members, and other departments on matters related to financial policies, financial resource mobilization, and the financial operations.

Required experience and qualifications

  • Master’s degree in Finance/Financial Engineering, CFA, or an equivalent combination of education and experience;
  • At least 11 years’ relevant combined experience in an International Financial Institutions (IFIs) and multilateral institution's financial policies with a good understanding of ALM and financial resource mobilization issues, financial accounting and overall financial operations of Multilateral Development Banks (MDBs), and financial analysis;
  • Strong knowledge of financial instruments including public equity securities, fixed income securities and derivatives products. Experience in negotiating terms and conditions with MDBs and major private financial institutions is a plus;
  • Exposure to cross-currency derivatives markets, local currency bond issuances, as well as structured finance transactions covering various asset classes and geographic markets;
  • Facilitate first-time transactions in emerging markets;
  • Expertise in Treasury application system development, maintenance, and support;
  • Knowledgeable about financial markets and instruments;
  • Solid understanding of relevant Treasury and policies, guidelines, and reporting formats;
  • Demonstrated technical proficiency in programming financial algorithms, writing complex database queries, performing statistical analyses and generating concepts for management information purposes and in understanding and handling various computer applications;
  • Proficiency with computer software in common use at multilateral institutions and specialized treasury related software; solid understanding of relevant Treasury and general policies, guidelines and reporting formats prevalent in a multilateral institution;
  • Effective report-writing;
  • Fluency in English is essential; knowledge of another United Nations language is an advantage.
