Technical/Regional Officer (Asia)

1.    Organizational Context


Organizational Setting\:


The post is located in the International Union for the Protection of New Varieties of Plants (UPOV). UPOV is an intergovernmental organization whose mission is to provide and promote an effective system of plant variety protection, with the aim of encouraging the development of new varieties of plans, for the benefit of society.


Purpose Statement\:


The incumbent is required to perform certain duties in support of UPOV’s technical work and to provide support for activities in the Asian region.


Reporting Lines\:


The incumbent works under the supervision of the Vice Secretary-General of UPOV.



2.    Duties and Responsibilities


The incumbent will have the following principal duties\:


(a)  Provide analysis and recommendations to the Vice Secretary-General on the introduction and implementation of plant variety protection in accordance with the UPOV Convention, in Asian countries.

(b)  Plan, manage and implement  UPOV’s program of assistance in Asian countries; participate in courses, seminars and other activities, write technical papers and deliver lectures; engage with government officials to provide policy and procedural advice on the promotion of plant variety protection; analyze laws of prospective members of the Union.

(c)  Manage extra-budgetary resources, including Funds-in-Trust, for Asian countries;  allocate resources for the timely completion and delivery of quality work products in accordance with results-based management principles.

(d)  Ensure efficient management and improvement of UPOV databases, including the development of variety denomination similarity tools.

(e)  Represent UPOV at meetings of other organizations, particularly concerning matters related to plant genetic resources;

(f)  Organize the collection and checking of plant variety protection statistics and information on cooperation in examination within UPOV and prepare documents for UPOV bodies.

(g)  Plan, organize and provide the secretariat for selected Technical Working Parties (TWPs) and prepare documents for the Council, Consultative Committee, Administrative and Legal Committee, Technical Committee, TWPs and related working groups.

(h)  Contribute to knowledge management activities by developing and providing input to materials (e.g. publications, videos) that demonstrate the benefits of plant variety protection and UPOV membership.

(i)  Perform other related duties as required.



3.   Requirements





Advanced university degree in biology or related discipline or a first-level university degree plus two years of experience in addition to the experience requested below.





At least nine years of professional experience in agriculture of which at least five have been directly related to plant breeding or intellectual property protection and with at least seven years of international experience.  Considerable experience of the accurate preparation of documents and reports and of administration at national or international level.





Excellent knowledge of English.



Knowledge of other languages, particularly Asian languages, French, German or Spanish.





Knowledge of biology or related discipline, and of agriculture.



Knowledge of plant breeding and intellectual property.

Annual salary\:


Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the November 2016 rate of 84.7%.

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations (not applicable for the External Offices).
