In 2014, Gavi, the Vaccine Alliance, developed a 2016-2020 strategy to support countries in improving their immunization supply chains. The strategy includes five areas: human resources, improvement planning, data for management, cold chain equipment and system redesign. Gavi undertakes a number of measures to support the implementation of the 2016-2020 strategy including country grants and programme funding, secretariat engagement and Partners' Engagement Framework (PEF). PEF includes targeted country assistance and under this engagement, UNICEF supports Niger in its efforts to improve data use throughout the immunization supply chain.

In Niger, paper-based and electronic tools are used to collect and report on immunization supply chain data. However, the quality and use of the data can be improved. The government of Niger is interested in improving management of the supply chain through visualization of data using dashboards. The consultant will develop an immunization supply chain dashboard for national level which will include key performance indicators that have been identified as relevant by the country government. The consultant will also provide training in generation and use of the dashboard.


Under the supervision of the Supply Chain Specialist, Director's Office, UNICEF Supply Division, and the Immunization Specialist, Niger UNICEF Country Office, the consultant's duties and responsibilities will include:

Development of a dashboard based on already identified key performance indicators

The consultant will design and propose an immunization supply chain dashboard based on key performance indicators already identified. The consultant will propose how to include indicators and visualize results on the dashboard. The dashboard will be action-oriented and the audience for it will be national managers working in the immunization and health programmes in the government. The dashboard may provide alerts, high-level summary information as well as details. Where possible, it will also include generic guidance for action. The dashboard will be in French. By using the dashboard national managers must be able to identify bottlenecks and take corrective action. The technology used has to be simple enough for staff within the Ministry of Health to update the dashboards with new data and flexible in case later improvements are needed. The dashboard proposal will be validated and approved by UNICEF Supply Division, Country Office and the EPI Program of Niger. After approval the consultant will develop the dashboard and test its functioning with users.

Documentation and training of key staff in updating and using the dashboard

The consultant will develop the technical documentation on the dashboard, including but not limited to, the assumptions, data sources, calculations and functionalities. The audience for this documentation are technical staff. The consultant will also develop simple training material and a user manual targeting national level staff and covering the update and use of the dashboard. After approval of the training material and manual, the consultant will hold one training for identified subject matter experts and the national immunization managers who will update and use the dashboard. The documentation can be provided in English or in French but the training will be held in French and any materials used for it will be in French.

  • Qualifications of Successful Candidate:


    Degree in Informatics, Statistics, IT or another relevant discipline for generating visualizations or degree with relevant experience in development of dashboards or other visualization using simple electronic tools, is required.

    Work Experience:

    A minimum of (3)three years relevant and progressive professional work experience, including experience in training and facilitating the learning of an IT solution, is required.

    Having worked with governments will be an asset.


    Full professional proficiency in French and English (written and oral) is required.

    Payment will be according to approval of deliverables. No other remunerations apply. As a general principle, the fees payable to a consultant or individual contractor follow the "best value for money" principle, i.e., achieving the desired outcome at the lowest possible fee.
