Programme Funding Manager
Role & Responsibilities
The Programme Funding Manager has delegated responsibility for researching new funding sources, preparing specific bids, proposals and reports for submission to institutional donors as well as donor relationship management and maintenance of appropriate information systems. Providing strategic support, monitoring, review and evaluation of all aspects of Medair programmes, the Programme Funding Manager plays a key role in grant coordination.
Multi-sector relief programme including: provision of Primary Health Care, Nutrition, Health and Hygiene Promotion, Water and Sanitation and NFI & Emergency Shelter distributions across fixed and emergency response locations throughout South Sudan. The goal is to assist in reducing morbidity and mortality in vulnerable communities in South Sudan.

Key Activity Areas
Donor Mapping & Donor Relations Management
Keeping up-to-date with trends and analyse institutional donor funding opportunities for South Sudan and advise senior management on strategic funding decisions.
Support the Country Director and Deputy Country Directors in developing and maintaining efficient donor relations with the in-country representatives of relevant funding partners (mainly institutional donor, some private donor organisations) in order to secure funding for the country programme.
Maintain an overview of the country programme’s relationships with, and funding from Medair’s key institutional donors especially ECHO (European Commission Humanitarian Office), DFID (Department of International Development), USAID (Office of Foreign Disaster Assistance and BPRM), Swiss Development Cooperation / Swiss Solidarity, Pooled Funding (CHF) and UN agencies.
Facilitate appropriate and timely information on all aspects of the country programme through regular written information documents, the organisation of meetings and project visits.
Represent Medair at country-level meetings with donors, as required.
Keeping up-to-date with all donor specific guidelines and timelines (humanitarian policy and practice) and train relevant colleagues on these guidelines.
Manage the process of compiling donor proposals and reports in close cooperation with Project Coordinators, Project Managers, Technical Advisors and HQ-staff (Head of Country Programme and Finance Officer). Act as the focal point for maintaining online donor grant management systems.
Ensure that Project Coordinators, Project Managers and Technical Advisors are aware of the final donor agreements and ensure programmatic compliance with donor contracts.
Support the development of appropriate systems to ensure donor compliance, including financial and monitoring and evaluation systems.
Monitor systematic, regular and transparent reporting on all programmatic activities and results.
Monitor the project budget expenditure in collaboration with the field based finance manager and HQ staff, ensuring budgets are spent according to donor proposals and regulations and within the appropriate timeframe to advise senior management on the overall financial status of the country programme.
Ensure timely communication with donors in case of significant programmatic or financial deviances from the submitted donor proposal.
Ensuring that best practice is communicated, followed and shared in all aspects of grants management in programmes.
Work with the Country Director, and Deputy Country Directors and HQ staff to develop and implement a relevant and sustainable country strategy.
Support Project Managers together with the Sector Advisors and Project Coordinators in giving guidance on the project design process.
Work with the Monitoring and Evaluation Manager, the relevant Sector Advisors and Project Managers to ensure the integration of beneficiary participation and accountability in programme activities.
Support on internal reporting within the organisation as it facilitates overall country programme management.
Responsible for project implementation to meet institutional donor requirements and in accordance with Medair, donor, country and international standards e.g. Sphere, CHS and WHO recommendations.
Ensuring that applications and reports are produced to a high standard, comply with guidelines, deadlines, contracts and other donor needs and requests.
Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions during field visits and at other relevant times.
University degree in a relevant subject such as Management / Development Studies / Business Administration or in a relevant technical subject.
Strong working knowledge of English (spoken and written).
Experience / Competencies
At least 1 year’s post-qualification experience in a complex humanitarian emergency.
Excellent interpersonal, communication and networking skills, including the ability to develop and manage effective relationships with current and new donors.
Numerate and able to understand and work with project budgets, financial reports and financial management systems.
M&E experience; experience of maintaining grant management systems
Knowledge of Humanitarian Essentials, Sphere and HAP Standards and other international humanitarian guidelines and protocols desirable.
Team-player with good inter-personal skills.
Problem solver, dynamic and mature.

A salary based upon the grade of the position and experience of the position-holder, starting from USD 1,700 per month.

Specific benefits for New Relief Workers (IRS)
(Applicants with less than 12 months relevant relief or development experience)
USD 300 per month.
As soon as 12 months relief work or its equivalent has been completed, a salary based upon the grade of the position, starting from USD 1,700 per month, and other experienced relief worker benefits.
This is a field-based position and working and living conditions may be very different to that previously experienced.
