The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency, food security, legal assistance, and water, sanitation and hygiene sectors.

 

NORCAP is the Norwegian Refugee Council’s expert deployment capacity. We improve international and local capacity to prevent, prepare for, respond to and recover from crises. We do this by bringing together actors and by deploying experts to the UN and other national, regional and international organisations and institutions.

In order to rapidly respond to our partners’ needs NORCAP is currently growing its expert capacity within the area of Information Management.

 

Information management is a field of expertise which has developed from a technical IT discipline to a role with a holistic approach to information sharing. Successful candidates will have a strong technical background, but also experience with interpreting available information and communicating findings effectively.

Information Management experts typically possess a strong  combination of technical knowledge, and communication skills. 

 

Role Requirements

Common role requirements include:

  • Collection, cleaning, and consolidation of raw data, analysis and reporting of information to assist programmatic decision-making and action regarding aspects of a humanitarian crisis. 

  • Presentation of complex information in a format that is easily understood and conveys knowledge that can be applied to action.  This includes presenting information in graphic means such as through tables, charts, narrative writing and logistic bulletins to aid communication with internal and external partners.

  • Development, rollout, maintenance and continuous harmonization & improvement of information management systems in order to be able to report on key project deliverables.

  • Dissemination of information products with humanitarian partners and other stakeholders.

 

Missions  are currently in various locations in francophone Africa, Iraq and Haiti, so we are looking for experts with proficiency in both French and English language, while Arabic and Spanish is also an asset.

 

Qualifications:

  • Minimum 6 years of professional humanitarian experience (equivalent to the UN P3 level or higher) and at least 3 years experience in information management systems and tools. 

  • University degree within a relevant field of study.

  • Basic qualitative and quantitative research skills, including interview techniques.

  • Advanced knowledge of Excel.

  • Proven experience in database development, data collation process, data analysis and reporting

  • Understanding of Arc GIC software, and GIS / Cartographic outputs and the ability to collect and organize data to support their production.

  • Knowledge of infographics and the ability to present information in a format that is easily understood

  • Strong written and oral communication skills in both French and English.  Arabic, Greek, and/or Spanish is an advantage.

  • UN sectoral knowledge such as in the areas of Shelter, WASH, Nutrition, Health, Food Security, Child Protection.

  • Knowledge of the Humanitarian Reform process, the cluster approach and the Transformative Agenda is an asset.

 

Personal Qualities:

  • Ability to work in a collaborative manner with coordination team members, and ability to establish excellent working relations with government, communities’ donors and cluster partners in order to gather and disseminate information.

  • Demonstrated ability to work effectively in highly stressful situations.
