Organizational Context

How governments mobilize, allocate and spend public financial resources is a key driver of child wellbeing and equity. UNICEF has increasingly engaged in national and subnational public financial management (PFM) to influence domestic public financial decisions for greater, more equitable and more sustainable results for children.The collective body of UNICEF's work aimed at greater and better public investments in children is guided by the strategic direction of UNICEF's regional offices and will be further supported by the Public Finance for Children (PF4C) Strategic Framework under development, which sets out a common approach and promotes collaborative efforts within and beyond UNICEF for greater impact at country, regional and global levels. The Social inclusion and Policy section (SIP) in Programme Division (PD) provides the overall technical leadership for UNICEF's PF4C engagements, which spans other PD teams as well as work led by Supply, Public and Private Partnerships Divisions. At the country level, UNICEF's social policy teams carry out PF4C activities aimed at influencing broader budgeting and PFM processes and actors, as well as supporting sector-based PF4C efforts to ensure results through improved financing, budgeting and spending.

Purpose of the Position

This position is under the supervision of the Chief of the PFLG (Public Finance and Local Governance) unit within the SIP section of the PD at UNICEF NYHQ. The incumbentwill routinely liaise with regional social policy advisors, senior technical staff in other PD sections and selected Country offices, guided by regional office-HQ compacts, as well as networking with subject experts externally (e.g. from other UN agencies, the International Financial Institutions, donor organizations, NGOs and think tanks).

This role will provide technical, knowledge management, staff capacity development, and partnership support to UNICEF field engagements in the area of PF4C.The overall purpose of this position is to support UNICEF Country and regional offices in their efforts to leverage greater, more effective and equitable domestic public investments in children, in order to ensure UNICEF's key results as outlined in its Strategic Plan.

Key Accountabilities and Duties & Tasks

1. Knowledge management and operational research

Results: Up-to-date PF4C intelligence, technical expertise and good practice are maintained and disseminated throughout the Organization and shared with external partners, evidence generation to address Critical gaps supported through operational research on child-focused tools and applications

  • Serve as a HQ field focal point for technical expertise in the area of PF4C: monitor at global level developments in the PFM area and countries' implementation of the financing for development commitments pertaining to children; disseminate their implications for UNICEF programming in the field; and develop high-impact knowledge products to support global advocacy for investing in children.
  • Synthesize good practices and lessons learned in PF4C from ongoing UNICEFprogrammatic activities, including through routine analysis of the Results Assessment Module (RAM); and disseminate through case studies and other KM products, as well as developing investment cases for leveraging resources for UNICEF's PF4C work.
  • Maintain and expand the PF4C Community of Practice, to facilitate peer learning andready access to key resources, including by UNICEF national Committees, and
  • Support the proof-of-concept and other research aimed at filling critical gaps in dataand tools and disseminate through quality journal and other publications.
  • 2. Technical guidance, including occasional direct technical assistance

    Result: the impact and effectiveness of UNICEF's PF4C work at all levels enhanced through strong technical leadership at the global level

  • Develop global technical guidance to facilitate field efforts in scaling up PF4C work. Based on Consultation with regional offices, develop technical and/or programming guidance (and how-to-manuals) on select topics and issues to support field implementation of core PF4C action areas,
  • Guided by regional office (RO) and headquarter compacts, provide technical advice and inputs to PF4C-related products and strategies at global, regional and country levels, including through reviews of countries' strategic notes, Terms of References and studies as well as inputs to sector or thematic global strategies/guidance and UNICEF's ongoing engagements in the financing for development process, and
  • Provide direct technical assistance to priority Countries as part of RO-HO compacts.
  • 3. Capacity development

    Result: UNICEF and its partners (state and non-state) lead effective and impactful PF4C programmatic activities, made possible by effective capacity building

  • Contribute to regional offices' efforts to build staff and national partner capacity through the updating and refinement of training packages which may be tailored to regional and country level PF4C capacity development activities, as well as participation in the delivery of such activities upon request by regional offices, and
  • Support the establishment and expansion of expert rosters, in partnership with regional advisors and HQ sector focal points, including through Long-Term Service Agreement.
  • 4. Communication, networking and partnership

    Result: the value added of UNICEF's PF4C Work is materialized and made visible through effective communication, partnerships, representation and network forged;

  • Foster the role and voice of UNICEF as a global knowledge leader for children including in PF4C through representation in global fora and as a resource person to regional and country level high profile events where requested;
  • Serve as a focal point with Communication Division in HQ to raise profile of PF4C issues in UNICEF's global communication initiatives, as well as in inputs to the communication products of the senior management where appropriate;
  • Build global strategic alliance with international partners, other UN agencies, think tanks, and expert groups that are active and influential in the PFM and/or PF4C areas, with a focus on south-based partners, to facilitate synergetic collaboration in the field.
  • Qualifications of Successful Candidate

  • An advanced university degree (Master's or higher) in Economics, Public Finance, Public Policy, Public Administration or other relevant discipline.
  • A minimum of eight (8) years of progressive, professional work experience in applications and advisory related to PFM and sector financing in national and international development settings.
  • Familiarity with UNICEF programming and experience working with UNICEF field strongly preferred.
  • Strong quantitative skills (advanced Excel and Stata) and strong publication record in relevant topics is a plus.
  • Fluency in English (written and verbal) is required and knowledge of another UN language (Arabic, Chinese, French, Spanish and Russian) is an asset.
